Reason for Recommended Action/Background
In January 2017, the Yolo County District Attorney received a grant from Cal OES to create an Electronic Suspected Child Abuse Reporting System (eSCARS).  eSCARS will allow Yolo County to have a centralized database to store all of the Suspected Child Abuse information and documentation.  This would allow the DA's Office, Law Enforcement Agencies, and Child Welfare Services to have immediate access to the necessary information to be informed of the status of their cases.

Yolo County established a steering committee and core collaborative team that receives regular updates regarding the status of the project.  These teams have provided valuable feedback that have helped the program progress forward.  We have established an Operational Agreement with all of our Law Enforcement partners in order to facilitate this data sharing.

We have spent the past 12-18 months exploring potential solutions, and we continue to work towards completing the mandatory objectives required by Cal OES for this project.  To accomplish this, we are working closely with the California Department of Social Services (CDSS), Child Welfare Services (CWS), and the Los Angeles Department of Children and Family Services (LA DCFS).

Yolo County is currently working in conjunction with Santa Barbara County to start an individual eSCARS Systems in both counties.  We worked together to develop a Request for Proposal (RFP) for the development of the eSCARS system.  On November 26, 2018, SyTech Solutions, Inc. was selected to be the software company that would develop the eSCARS from LA DCFS's current eSCARS computer code. Despite the challenges thus far, we have no doubt that a successful eSCARS program will save lives and provide security to some of our most vulnerable victims in Yolo County.

The District Attorney's office has budgeted for this expense in FY 2018/2019 and we will budget for this expense in FY 2019/2020.  The eSCARS grant ends December 31, 2019 but we anticipate that funding will continue through FY 2019/2020.  The system development cost is split equally with Santa Barbara County, resulting in Yolo County having an obligation under the attached agreement to pay 50% of the cost set forth in SyTech's proposal.
Collaborations (including Board advisory groups and external partner agencies)
The Yolo County District Attorney is collaborating with the Los Angeles Department of Children and Family Services, as we will be using their coding for this system.  Once the system is operational, Child Welfare Services and all Local Law Enforcement Agencies will have access to this system to report and monitor child abuse cases.  We are currently collaborating with County of Santa Barbara in developing and funding the creation of this reporting system

County Counsel has reviewed and approved agreement.

Cal OES awarded $300,000 to the District Attorney's office for the Electronic Suspected Child Abuse Reporting System through December 31, 2019.  We anticipate that the system will be completed within this time frame.  The District Attorney budgeted for this expense in fiscal year 2018-19.  Any amounts not used in FY 18/19 will be budgeted in FY 19/20.
