On March 9, 2017, the Yolo County General Services Department (GSD), Information Technology and Telecom Division (ITTD) sought quotes for a professional team to assist with the Phase 2 development of a Probation Case Management. This phase includes the development of modules for booking, log book, medical, pod management, programs and visitations. In soliciting these quotes, the ITTD utilized an existing Sacramento County contract (2013-0198) for similar services. Five quotes were received. Randstad Technologies provided a quote which addressed the need for a qualified and talented development team, along with competitive pricing.
At the June 6, 2017 Yolo County Board of Supervisors meeting, a contract with Randstad Technologies for the term June 6, 2017 through June 30, 2018 was brought before the Board in the amount of $157,500 for Phase 2 development of the Probation Case Management System. Further BOS approved amendments to this contract have both extended the dollar value, and have pushed the termination date to December 31, 2019.
In January 2019 Human Resources assisted General Services in the recruitment of a Programmer Analyst position dedicated to the Probation Department, with the understanding that the incumbent would become responsible for support, maintenance and enhancement of the Probation Case Management System, designed by Randstad Technologies. Unfortunately, this recruitment was unsuccessful as a viable candidate was not identified. In light of this unsuccessful recruitment, Human Resources has reopened the recruitment as continuous until filled. In order to continue to meet the needs of the Probation Department and not create a gap in services and support on the Probation Case Management System project, General Services is seeking additional appropriations to continue the existing contract with Randstad Technologies. Once the position is with a full-time County employee dedicated to it's continued success, this not-to-exceed contract with Randstad Technologies will be terminated.
