Reason for Recommended Action/Background |
For many years there have been on-going issues between OHV riders and land owners within Yolo County. Complaints from land owners related to OHV riders trespassing and vandalizing private property continue to be received. In the areas where most problems have occurred, land owners have gone to great lengths to prevent riders from entering their property; however, OHV riders have continued to break through the physical barriers, gates and fencing to access those areas. Other areas of concern are habitat restoration sites along Putah and Cache Creek.
To help augment enforcement efforts, the Yolo County Sheriff's Office first sought OHV grant revenue funding in fiscal year 2009-2010 and in subsequent fiscal years. This funding has allowed the department to purchase equipment and resources, and attend specific training needed to help establish an enforcement team, to better serve landowners negatively affected by OHV riders. With this training and equipment we have also been able to provide OHV educational opportunities to the citizens of Yolo County who wish to know more about OHV programs and recreation.
On April 3, 2018, the Yolo County Sheriff's Office received authorization to submit the fiscal year 2018-19 application for the OHV Recreation Program via Yolo County Resolution No. 18-36. The state granted the Sheriff’s Department $103,190 in grant reimbursement funding for fiscal year 2018-19, which the board accepted on November 6, 2018. The Sheriff's Office requested a side by side 4x4 UTV as part of the grant budget. Although this vehicle was listed as an item that would be purchased in the grant application, it is not on the Yolo County Authorized Equipment List for fiscal year 2018-19. This vehicle will be used to augment the Sheriff's Office public safety OHV training and education programs, specifically education regarding side by side types of vehicles which have become very popular among OHV riders.
The Sheriff's Office is now requesting board authority to amend the 2018-19 Authorized Equipment List and purchase the fixed asset. Estimated cost for the vehicle and the necessary law enforcement equipment to outfit is $22,200. |

Total cost to purchase and fully equip the vehicle is $22,200. Funding in the amount of $103,190 has been received from the Off Highway Vehicle Grant for fiscal year 2018-19. OHV grant funding was included as part of the fiscal year 2018-19 budget, and the matching funds were added with the approval of Resolution 18-120.05 on November 6, 2018. The $103,190 grant requires a local match of 33% ($34,397), which can be fulfilled by either in-kind goods and services or utilization of other county funds. In this case, the match requirement will be satisfied by existing funds ($24,397) from the local funding source established by Vehicle Code 38240 and $10,000 in "gravel funding" from Natural Resources. No county general or public safety funds are involved for fiscal year 2018-19. |
