Reason for Recommended Action/Background
On November 6, 2018, the Board of Supervisors approved revenue agreement #G17-03-41-L01 with the California Department of Parks and Recreation for $103,190 in fiscal year 2018-19 grant funding.  These funds are used by the Sheriff's Office to patrol areas of special concern used by off-highway vehicle (OHV) riders, including public and private lands around Cache Creek and habitat restoration areas. OHV grant funds have also allowed the Sheriff's Office to purchase equipment and provide specific training and resources needed to help establish an enforcement team, in order to better serve and educate the public.

In January 2019, the California Department of Parks and Recreation announced that it would allow for extensions to the grant period for the purpose of grantees to continue OHV operations without disruption by remaining funded until their new fiscal year grants were approved. By taking advantage of this extension, the Sheriff's Office will be able to budget our grant funds so that we can continue OHV patrol  from September 1, 2019, through November 2019 when the fiscal year 2019-20 grant agreement is expected to be finalized and approved. Historically new grant agreements are not finalized until November. OHV operations have been halted September 1, as there was no formally approved grant document yet in place to fund the activity. It is in the interest of public safety that we continue to have an active OHV patrol during this time, as both the beginning of hunting season and dry weather result in an increase in OHV recreation.  An extension of the performance period is the only change being requested on this amendment. As the original agreement is between two government entities, Board of Supervisor approval is required.
Collaborations (including Board advisory groups and external partner agencies)
The Yolo County Sheriff's Office has been and will continue to work in cooperation with other departments within the County such as the County Administrator’s Natural Resources Division and the General Services Parks Division to help develop long term solutions to OHV issues.  County Counsel has approved the amendment as to form.
Competitive Bid Process
This amendment references a revenue contract, therefore no competitive bid process occurred or was necessary. When any equipment is purchased with these grant funds, the County Policies and Procedures for procurement will be followed.

There is no fiscal impact as a result of this amendment. OHV grant funding was included as part of the fiscal year 2018-19 budget, and the matching funds were added with the approval of Resolution 18-120.05 on November 6, 2018. The $103,190 grant requires a local match of 33% ($34,397), which can be fulfilled by either in-kind goods and services or utilization of other county funds. In this case, the match requirement will be satisfied by existing funds ($24,397) from the local funding source established by Vehicle Code 38240 and $10,000 in "gravel funding" from Natural Resources. No county general or public safety funds are involved for fiscal year 2018-19.  Any grant funds remaining at the end of the 2018-19 fiscal year will be rolled into the next year's budget cycle.
