Reason for Recommended Action/Background
In the dry and cold storage constraints of its current location, the Food Bank has exceeded its capacity to advance its mission to end hunger and malnutrition in Yolo County.  Hundreds of thousands of pounds of much needed food is turned away each year for lack of storage space, including all of the current “trade war mitigation USDA surplus.”

Despite these constraints, four million pounds of nutritious food is distributed annually by the Food Bank to approximately 27,500 individuals living in or near poverty, the majority of whom are Medi-Cal recipients.  This represents an approximately $10 million community impact, and is achieved via the Food Bank’s food distribution network of nearly 200 partners, including the County of Yolo and 98 area nonprofits. 

The construction phase of Yolo Food Bank’s End Hunger Yolo project is nearly complete.  The project will provide Yolo County residents with a modern and efficient food distribution warehouse and operations facility capable of meeting their full food security needs.  With the move to the new location scheduled for March, this contract will provide the Food Bank with $500,000 in one-time support from Intergovernmental Transfer (IGT) Emerging Health and Human Service Needs funds. The funds will leverage nearly $9 million in federal, state, local and philanthropic funds, and will serve to equip the End Hunger Yolo project. As a result, the Food Bank will be able to successfully make the move to its new facility and expand its operations to meet the unmet needs of County residents, in particular the County’s nearly 50,000 Medi-Cal recipients.

Competitive Bid Process
On January 29, 2019 via Minute Order No, 19-15, the Yolo County Board of Supervisors approved an IGT funding request to support Yolo Food Bank’s Capital Improvement and Program Expansion Projects.
