Recommended Action
  1. Approve public art proposal recommendations of the Art Advisory Committee for Tuli Mem Park; and
     
  2. Delegate authority to the Deputy County Administrator to sign and execute contracts as necessary to implement the art proposals, provided there are no significant programmatic changes or increases in funding.

Reason for Recommended Action/Background
The Board of Supervisors' policy for Art in Public Places (Attachment A) requires that a percent of all new construction be set aside to fund an art project for a new facility. For the Tuli Mem Park project, formerly known as the Esparto Community Park and Aquatic Center, 1% of the construction budget, $65,000, was reserved for art projects. On November 20, 2018 the Board of Supervisors received and reviewed the art plan for Tuli Mem Park which then served as the basis for a Request for Proposals (RFP), provided in Attachment B, that was released to solicit art proposals from artists nationwide.

The RFP was released on December 12, 2018 and 34 proposals were received. Of those proposals 22 met the basic requirements and were reviewed by the Art Advisory Committee established for this project. This committee was comprised of the following individuals:
  • Supervisor Jim Provenza, District 4
  • Supervisor Duane Chamberlain, District 5
  • YoloArts Board of Directors representative
  • Sue Heitman, Director, New Seasons Community Development Corporation
  • Omar Carrillo, Director of Public Affairs, Yocha Dehe Winton Nation
  • Matthew Lowell, Jr., Tribal Council Treasurer, Yocha Dehe Winton Nation
  • Diego Ochoa, Superintendent, Esparto Unified School District
  • Trini Campbell, President, Western Yolo Recreation Center Association
The Committee intended to review the qualifications and the design proposals before determining the total number of pieces to be commissioned.  Therefore, artists had the opportunity to submit proposals amounting to less than the total budget. Upon review of the 22 artist qualifications and design proposals the Committee is recommending commissioning two artists. Mark Abildgaard and Faducci Sculpture were chosen as the artists by the Committee. Abildgaard’s proposal (Attachment C) will place an art installation at the entrance to Tuli Mem Park at the cost of $34,514. YoloArts will request Faducci Sculpture to modify their original proposal (Attachment C) to fit within the remaining budget of $17,486 and include birds indigenous to the Capay Valley for an art installation near a pedestrian walkway in Tuli Mem Park.
 
These proposals met the thematic elements of the art proposal, such as its reflection of the community, met safety requirements, and required minimal ongoing maintenance. Project costs as outlined by the artists include all design, engineering, fabrication and installation of artwork, including all insurance, transportation and travel costs.

Next Steps
Upon Board approval of the Committee's art recommendation, contracts will be prepared with the artists which will include detailed stipulations regarding insurance coverage. Art work installation is anticipated to occur in May 2019.

The entire budget for public art at this facility as set by the Yolo County Board of Supervisors is $65,000 and is appropriated in the overall budget for the Tuli Mem Park project. Of this amount $13,000 has been set aside for consulting fees to YoloArts to develop and carry out the Art Plan. The remaining $52,000, plus any additional contributions toward the project, will be the amount allocated to pay for the selected artwork. 
 
Project costs as outlined by the artists includes all design, engineering, fabrication and installation of artwork, including all insurance, transportation and travel costs. The artist/contractor will be required to sign a contract that will include detailed stipulations regarding insurance coverage.
