Recommended Action C:
This action is to consider a recommendation by the Board Chair and Vice Chair to appoint Marcia Gibbs as an At-Large member of the Yolo County Planning Commission to a term expiring January 31, 2023.
One of the two at-large Planning Commission positions is vacant, beginning on February 1, 2019, due to the expiration of the term of former Planning Commissioner Jack Kasbergen. At the January 29, 2019 meeting of the Board of Supervisors, on a 5-0 vote the Board authorized the Board Chair and Vice-Chair to screen applications, interview candidates and make a recommendation to the Board of Supervisors regarding the appointment of an At-Large Planning Commissioner. This motion was adopted with the understanding that any member of the Board may make a different nomination at the time the Board considers this recommendation. (See Attachment A.) This process was consistent with that followed by the Board of Supervisors in the most recent previous appointment of an At-Large Planning Commission appointment. (See Attachment B.)
In order to assure that a qualified pool of applicants for this appointment is considered, the application period was extended two additional weeks and additional announcements were broadcast. Four Yolo County residents have applied for this appointment. (Eileen Allen, Ashok Khera, Marcia Gibbs and Nancy Lea). The applications have been provided to all Board members as they were received and copies are attached). On March 4, 2019, Board Chair Saylor and Vice Chair Sandy along with Community Development Director Leslie Lindbo interviewed all four applicants for this appointment. Each candidate was asked the same eight questions. (See attachment C.)
Based on review of the candidate’s backgrounds and their responses to the questions, the panel recommends Marcia Gibbs of Winters for appointment to the vacant At-Large Planning Commissioner position. |
