Recommended Action
A. Approve a cost sharing agreement with the Sacramento Area Flood Control Agency to provide up to $130,000 in funding to further the County's agricultural sustainability work in the Yolo Bypass; and

B. Adopt a budget resolution to increase the 2016-17 County Administrator's Delta/Water budget by $130,000 to appropriate the funding provided under the cost sharing agreement.

Reason for Recommended Action/Background
Agreement Purpose

The purpose of the cost sharing agreement ("agreement") is to provide the County with up to $130,000 in funding from the Sacramento Area Flood Control Agency (SAFCA) to support development of agricultural sustainability projects and policies in the Yolo Bypass ("Bypass") to further advance the principles identified in the adopted Corridor Management Framework (provided as Attachment B to this staff report). Specifically, this agreement would provide the County with the funds necessary to:
  1. conduct the planning work necessary to advance replacement of rudimentary agricultural crossings within in the Bypass, improving drainage and other associated infrastructure, to ensure that impacts to agricultural operations from more frequent inundation of the Bypass are minimized (Task 1, $30,000), and
  2. update the County's agricultural impacts model (completed in April 2013) to develop a functional agricultural mitigation program that can be broadly applied to projects within the Yolo Bypass. (Task 2, $100,000)

Background

The Corridor Management Framework ("CMF") is an ambitious, locally developed, multi-objective plan that seeks to provide system-wide flood benefits through modifications to the Yolo Bypass, while simultaneously implementing significant habitat conservation, water supply, and agricultural sustainability improvements. The CMF was developed in 2014 by the Lower Sacramento - Delta North Regional Flood Management Project Delivery Team which consists of the counties of Solano and Yolo; the Solano County Water Agency; Reclamation District 2068; SAFCA; and the West Sacramento Flood Control Agency. The CMF was formally adopted by all of the partner agencies in February 2015.  

The CMF is founded on the principle that system-wide benefits can be realized in a manner which accommodates multiple objectives through the implementation of locally developed or supported projects and providing assurances that meet all partners' needs.  The vision of the CMF is to reduce the economic, environmental, and social costs of individually implementing competing project objectives in a limited geographic area. The CMF identifies a proposed approach for reconciling and advancing multiple competing objectives in the LS-DN Corridor. Integration can be accomplished through a partnership of federal, state, and local agencies contingent upon establishing a set of assurances that protect local interests. The CMF's goals are described as follows:
  • Implement Flood Improvements that Benefit the System and the Region
  • Preserve Agriculture and Improve Sustainability of the Agricultural Economy
  • Conserve and Improve Functionality of Habitat
  • Incorporate Water Supply and Drainage Improvements for the LS/DN Corridor
  • Establish Sustainable Approach to Operations and Maintenance
There has traditionally been competitively available public funding, such as grants, to advance all of the goals listed above, with the exception of agricultural preservation/sustainability. SAFCA has proposed this cost sharing agreement to ensure that agricultural sustainability projects and policies are being advanced and championed in a manner consistent with the other CMF goals.  

Staff recommends that the Board approve the cost sharing agreement with SAFCA.

Natural Resources and County Counsel staff have collaborated with the Lower Sacramento-Delta North Regional Flood Management Project Delivery team which includes Solano County, Solano County Water Agency, RD 2068, SAFCA, and the West Sacramento Flood Control Agency.  Staff has also collaborated with the State Department of Water Resources, the Yolo County Resource Conservation District, and the Sacramento - San Joaquin Delta Conservancy.

Funding for both tasks identified in the cost sharing agreement will come as reimbursement from the Sacramento Area Flood Control Agency. Therefore, a General Fund impact of $130,000 but increased revenue of $130,000 through the reimbursement.
