Recommended Action
  1. Appoint Kim Britt, currently Manger of Yolo County In-Home Supportive Services, as the Director of the Yolo County In-Home Supportive Services Public Authority effective April 1, 2017;

  2. Delegate authority to the Director of the Public Authority to appoint all other Public Authority employees; and

  3. Approve an Interagency Agreement between Yolo County and the Public Authority that identifies the respective roles and responsibilities of each entity with regards to the administration and operation of all aspects of the In-Home Supportive Services program.

Reason for Recommended Action/Background
The Yolo County In-Home Supportive Services (IHSS) Public Authority is an independent organization that is affiliated with the County of Yolo, and operates under the direction of the Board of Supervisors, acting as the Public Authority Board. The Public Authority fills a vital role in the delivery of service and safety for IHSS consumers in our community, with the primary responsibility of operating a Registry of qualified providers to help elderly and consumers with disabilities receive In-Home Supportive Services. This Registry provides referral lists of screened and trained providers to IHSS consumers who want to hire a provider to assist them with personal care or domestic services. Potential IHSS providers complete the application and certification process through the Public Authority. This Registry is a referral service and does not hire or fire providers. Instead, consumers are responsible for independently calling, interviewing and hiring the provider of choice. The Public Authority provides consumer and provider training, negotiates for provider wages and benefits, maintains the Registry and follows up with consumers regarding the quality of the provider’s service. 

On March 31, 2017, Frances Smith, Director of the Yolo County Public Authority, will retire after 9 years of service. According to County Code Section 2-2.3507, the Board must take action to appoint a new Director. Per County Code, there shall be a director of the Public Authority, who shall be appointed by and serve at the pleasure of the Public Authority Board. The Public Authority Board shall provide for the appointment of all other Public Authority employees, and may provide that it shall make any such appointments, or may delegate that authority to the director. 

This impending change in leadership, coupled with the dismantling of the IHSS Maintenance of Effort funding, leaves both the Public Authority and the IHSS program in a situation where increasing collaboration and ensuring the most efficient use of available funds is a necessity.  In order to achieve these desired efficiencies, staff proposes to utilize the existing IHSS Manager and an existing IHSS Social Worker Supervisor in the Health & Human Services Agency to oversee the functions of the Public Authority, rather than filling a dedicated Director position.

In order to ensure that this shared leadership strategy is successful, staff members from the County and the Public Authority have worked collaboratively to develop an Interagency Agreement (provided in Attachment A) that delineates the separate and mutual responsibilities and obligations of each entity for the provision and administration of the IHSS program. The Agreement outlines how staff from both entities, under shared leadership, will work collaboratively to ensure that services are delivered in a prompt and efficient manner, with primary consideration given to the needs of the IHSS recipients.

This proposed plan for the ongoing leadership of the Public Authority has been supported by the Yolo County IHSS Advisory Committee, the Health & Human Services Agency and the Yolo Healthy Aging Alliance. 

Staff recommends that the Board, acting on behalf of the Public Authority, appoint the existing IHSS Manager (Kim Britt) as the Director of the Public Authority, effective April 1, 2017, and delegate authority to the new Director to appoint all other Public Authority employees. Additionally, staff recommends that the Board approve the proposed Interagency Agreement, which identifies the respective roles and responsibilities of the County and the Public Authority with regards to the administration and operation of the IHSS program.
