| Reason for Recommended Action/Background |
| Library staff has requested the County take a support position on SCA 3 (Dodd) which would would amend the State Constitution to allow cities, counties and special districts to issue bonded indebtedness for library related capital outlay with 55% voter approval, lowering the threshold from the current 2/3 voter approval. The Legislative Subcommittee did not reach consensus on a position and as such, the proposed constitutional amendment is now before the Board for consideration (Att. A). Should the Board approve a position of support, staff will draft a letter and disseminate to our legislative delegation. |
