Recommended Action
  1. Accept Parcel Map No. 4825 for the property located on County Road (CR) 95 near CR 25 in the Monument Hills area, approximately 3.5 miles west of the City of Woodland, APN 040-040-040; and
     
  2. Instruct the Clerk of the Board of Supervisors to verify that the Tax Collector has signed the map; and
     
  3. Authorize the Clerk of the Board of Supervisors to sign and transmit Parcel Map No. 4825 to the County Clerk-Recorder for filing.

Reason for Recommended Action/Background
The applicant for Parcel Map No. 4825 has submitted the final map. Staff has found that the map is in compliance with all conditions of approval and recommends that the Board of Supervisors accept the map.

BACKGROUND

The Board of Supervisors passed a motion 4-1 on March 11, 2014 to approve Tentative Map #4825 and allow one home to be constructed on each lot. The original application also included a request to amend the existing Planned Development 9 (PD-9) zoning ordinance. The property is located on County Road (CR) 95 near CR 25 in the Monument Hills area, approximately 3.5 miles west of the City of Woodland.

As approved by the Board, the Tentative Parcel Map subdivided a 60.2-acre existing parcel into a 22.8-acre parcel with a home site surrounded by the existing olive orchard (Parcel 1) and a 37.3-acre parcel with a second home site (Parcel 2), also adjacent to the olive orchard. The second home site on Parcel 2 is located north of Willow Slough, which divides the olive orchard and the vineyard, and would be accessed by a common driveway easement through Parcel 1.

A condition of approval requires the applicant to record and dedicate an agricultural easement, or record an appropriate deed restriction, in a form approved by County Counsel, for the remainder portions of the two newly created parcels that exclude the two approximately 2.5-acre future home sites footprint.  A deed restriction has been recorded.

The Parcel Map has been reviewed and approved for acceptance by the Public Works Division and the County Surveyor, and this report has been reviewed by County Counsel.
