Recommended Action |
- Receive and discuss the staff proposal that outlines a process and timeline to review the General Plan policies and Zoning Code regulations related to agri-tourism uses (Attachment A);
- Direct staff as to any modifications or additions to the proposal;
- Direct staff to conduct outreach and schedule meetings with interested parties to review the existing agri-tourism policies and regulations and consider any necessary revisions; and
- Direct staff to return to the Board of Supervisors with a report on the results of the outreach effort.

Reason for Recommended Action/Background |
On March 8, 2016, the Board of Supervisors considered a proposed moratorium on certain agri-tourism applications. Following the public hearing and discussion, the Board declined to adopt a moratorium, but directed staff to return with a process and timeline to review the Zoning Code regulations related to agri-tourism uses. Staff has prepared a plan to engage with key stakeholders in a process that could be accomplished over the next 90 days (Attachment A).
The proposed stakeholder plan relies on a combination of meetings with the Planning Division's Ag Working Group, the citizens advisory committees, the Panning Commission, and other interested organizations.
The Ag Working Group is a group that has been convened by staff over the last several years to work on specific agricultural land use issues. The Ag Working Group assisted staff in formulating and reviewing proposed revisions to the County's new ag zoning regulations, the Clustered Ag Housing Ordinance, and the Ag Conservation and Mitigation Ordinance. The Group has typically included representatives from the Planning Commission, the Farm Bureau, the Resource Conservation District, Tuleyome, Yolo Farmland Trust, Yocha Dehe, LAFCo and the cities, Sierra Club and the Audubon Society, individual farmers and interested homeowners, and others. |
