Reason for Recommended Action/Background |
In September 2015 the Board of Supervisors approved the appropriation of $30,000 under the Rural Initiative Program to be utilized as an interim grant matching fund. The purpose of this fund, as described in the original proposal brought before the Board and displayed in Attachment A, is to be used in the interim of the budget cycle for rural initiative opportunities that require a match of funds. In this way rural communities are able to take advantage of opportunities for project funding without having to wait until the next budget cycle.
To distribute these funds, rural areas submit requests to the County Administrator’s Office who then, in accordance with the proposal, brings the requests to the Board of Supervisors for approval before distributing funds from the Interim Grant Matching fund. Due to the relatively small amount held in the fund ($30,000), staff is seeking Board authorization to allow CAO staff discretionary approval for the distribution of those funds. This would allow CAO staff to review requests for the Interim Grant Matching fund and distribute amounts without going to the full board for approval of each request.
This recommended action applies to requests for the Interim Grant Matching fund only. Project requests through the Rural Initiative Program will continue to be brought before the full Board once a year during the budget cycle.

Therefore, the recommended action is not requesting funding. Rather it is requesting discretionary authority be given to County Administrator staff in order to distribute the already appropriated funds. |
