The recommended contract with National O&M, Inc. (Attachment A) provides for operations and maintenance services of the water supply/distribution and wastewater recycling facilities for the Wild Wings County Service Area. The attached version is nearly final and is expected to require only minor edits (including to the indemnity and insurance provisions) that will be completed in coordination with the Office of the County Counsel.
In particular, this contract will allow for the operations and maintenance costs to be paid for through the date of March 31, 2019, with an option for an additional two year amendment on an annual basis. National O&M provided the lowest cost estimate for the operations and maintenance contract and subsequently has been consulted and interviewed during the RFP process since February 2016. County staff and the Wild Wings CSA Advisory Sub-committee recommend the adoption of the attached contract with National O&M, Inc.
The Board of Supervisors adopted Resolution 04-99, the establishment of the Wild Wings County Service Area, on May 25, 2004. The Wild Wings Subdivision consists of 242+ acres located approximately five miles west of the City of Woodland, in unincorporated Yolo County. Wild Wings includes 337 single-family homes, a nine-hole privately-owned and operated golf course with a clubhouse, and ancilliary facilities. Ancilliary facilities include a maintenance yard, a park-and-ride lot, bus stop, a recreation area consisting of a swimming pool, cabana/restroom, tot lot, tennis court, and picnic area facility, and an open space access area along Cache Creek (Wild Wings park). Supporting infrastructure includes the roadway system, water system, sewer disposal system (treatment), sewer collection system, and storm drainage system. The Wild Wings County Service Area administers the operation and maintenance of the water and sewer systems, and collects the revenues to pay for those services, as well as provides for capital replacement costs and administration.
Since inception of the Waste Water Treatment Plant (WWTP), Water Dynamics, Inc. has been the provider of operations and maintenance services for the water and wastewater systems in the Wild Wings County Service Area on behalf of the County. Per Agreement No. 04-351, the Wild Wings CSA paid $777,768 for three years of basic services to the water supply and distribution facilities as well as the water recycling facilities for the CSA. On November 23, 2007, Agreement No. 04-351 was amended by Agreement No. 07-305, to include a maximum monthly base compensation amount and extend its term to February 23, 2008. On February 12, 2008, a second amendment to the Water Dynamics, Inc. agreement, for one additional month to provide staff and County Counsel time to negotiate the future agreement to take effect beginning March 23, 2008, was adopted. The maximum compensation during this extended period remained the same.
In August 2007, staff engaged in a request for proposal (RFP) process to receive bids for the next three year contract. In September of 2007 a proposal from California American Water, in the amount of $25,164 monthly, was accepted and the contract with California American Water was completed under Agreement 08-56. On March 18, 2008, a first Amendment to Agreement No. 08-56 was approved by the Board of Supervisors as Agreement 13-27. The monthly flat rate fee was increased to $27,183.06 with an annual labor agreement standby premium of $22,724.00 for sludge dewatering operations. This amount was subject to a CPI adjustment utilizing the index referenced at that time. The California American Water Agreement will expire on March 31, 2016.
After circulating a request for proposal (RFP) in late December and completing the current proposal review and interview process, it is recommended by staff, with the support of the CSA Advisory Sub-Committee, that the proposal by National O&M is the most cost effective, at $23,238.36 fixed monthly flat rate (not including additional exenses/costs listed in the RFP, ie; chemicals, specified reports, equipment replacement, etc.), and efficient for the Wild Wings Water and Waste Water Operations and Maintenance. This represents a minimum savings of $4,000 per month based on the fixed monthly fee change between operations contracts. This savings is a direct savings to the Wild Wings property owners. At this time, both parties ask that the Board of Supervisors authorize the agreement for operations and maintenance with National O&M. |
