Reason for Recommended Action/Background
The Board has initiated a recruitment process to fill the remainder of the term for the vacated Clerk-Recorder/Registrar of Voters/Assessor (CRRA) position.  The process began by developing an ideal candidate profile utilizing input from the Community as well as employees in the CRRA department.  The next step was a nationwide recruitment requesting candidates apply during the open period of February 15 to March 4.  The Board received 10 applications which are attached for Board review (Attachment A). The Board Ad Hoc reviewed the 10 candidate submittals and chose six for best qualified screening interviews.

Candidates Jeffrey Barry, Joel Butler, Robert Marr, Jesse Salinas, Gary Sandy, and David Schwenger were invited to attend screening interviews on March 14, 2016.  Two panels, one leadership panel and one employee panel, interviewed the five candidates and met following the interviews to provide input to the Board Ad Hoc.  The leadership panel was comprised of the two Board Ad Hoc members, the County Administrator, the County Chief Financial Officer, and the Solano County Assistant Assessor/Recorder.  The employee panel included one employee from each CRRA division (Clerk-Recorder, Elections, Assessor) and the Assistant County Administrator.  Mr. Sandy was unavailable to participate in the original screening interview process and the Board Ad Hoc decided to provide him an opportunity to interview on March 21.

Based on the original interviews and panel input, the Board Ad Hoc recommends the full Board invite Jeffrey Barry and Jesse Salinas to be interviewed on the afternoon of April 5.  The Board Ad Hoc will inform the Board at today's meeting on the status of Mr. Sandy's interview.

This item is the Board's opportunity to provide input to the Ad Hoc's recommendation for finalist interviews as well as any additional information that should be included as part of the interview process on April 5.
