A. Annual agreements with California Agricultural Commissioners & Sealers Association (CACASA), California Department of Transportation (Caltrans), California Crop Improvement Association (CCIA), California Department of Agriculture (CDFA), California Rice Commission (CRC) and California Department of Pesticide Regulation (DPR) are currently signed by the Yolo County Agricultural Commissioner/Sealer of Weights and Measures as authorized by Resolution No. 15-38 adopted by the Board of Supervisors on April 7, 2015. The proposed resolution continues the authorization for fiscal years 2019/20 and 2020/21.
Current revenue agreements are listed below; it is anticipated that revenue for these programs will remain at or near the 2018/19 funding level for the next several years.
1. CACASA, Pesticide Use Report Data Entry Agreement: FY 2018/19 revenue of $8,024 for data entry of pesticide use reports received from growers and companies applying pesticides.
2. Caltrans, Weed and Vertebrate Program: FY 2017/18 and 2018/19 total revenue of $150,000 for the management of noxious weeds and burrowing rodents on CalTrans rights of way within Yolo County.
3. CCIA, Seed Certification Program: FY 2018/19 revenue of $5,767 for the inspection of harvest operations to maintain the quality of certified seed produced in Yolo County.
4. CDFA, Certified Farmers Market Agreement: FY 2018/19 revenue of up to $5,440 to conduct farmers market inspections as requested by CDFA.
5. CDFA, Dog Teams Agreement: FY 2018/19 revenue of $132,431 for the inspection of packages designated by the Sacramento County and Contra Costa County Detector Dog Teams at the United States Postal Service regional center in West Sacramento.
6. CDFA, High-Risk Inspections Agreement: FY 2018/19 revenue of $180,855 for inspections of high risk shipments, such as fruit or foliage, at ground and air freight facilities, to prevent introduction of pests of concern to California.
7. CDFA, Light Brown Apple Moth - Detection Agreement: FY 2018/19 revenue of $2,325 to include Light Brown Apple Moth traps along with our general Pest Detection program traps.
8. CDFA, Light Brown Apple Moth - Regulatory Agreement: FY 2018/19 revenue of $7,293 for regulatory compliance inspections to allow the shipment of agricultural commodities from the Light Brown Apple Moth-infested area of Yolo County.
9. CDFA, Nursery Agreement: FY 2018/19 revenue of $6,451 for annual nursery stock inspection and compliance assessment at producer/wholesale nursery locations within the county.
10. CDFA, Organic Agreement: FY 2018/19 revenue of $720 to process CDFA organic registration applications.
11. CDFA, Pest Detection Agreement: FY 2018/19 revenue of $89,254 for trapping to detect insect pests of economic concern before they become established in California.
12. CDFA, Pierce's Disease Agreement: FY 2017/18 and 2018/19 total revenue of $41,023 to support inspection, detection, and enforcement programs related to the Glassy-winged Sharpshooter (GWSS).
13. CDFA, Seed Services: FY 2018/19 revenue of $5,352 for regulatory inspections of Yolo County seed processors.
14. CDFA, Standardization Inspection Agreement: FY 2018/19 revenue of $17,999 for the inspection of melons produced in Yolo County to assure regulatory compliance.
15. CDFA Division of Measurement Standards, Junk Dealer Inspection Agreement: FY 2018/19 revenue of $1,440 for inspection of licensed junk dealer facilities to verify compliance with applicable laws and regulations related to purchase of scrap metals.
16. CDFA Division of Measurement Standards, Petroleum Products Enforcement Agreement: FY 2018/19 revenue of $3,975 for inspection of retail fuel establishments throughout Yolo County to confirm that pricing signs and advertising are in compliance with regulatory standards.
17. CRC, Rice Pesticide Program: FY 2018/19 revenue of $8,180 for surveillance of rice pesticide application and water holds to mitigate and eliminate impact to the waters of California.
18. DPR, Enforcement Evaluation and Improvement Project: FY 2018/19 revenue of $24,238 to collect data; ensure the consistent application of statewide DPR policies, laws and regulations; and track, develop and prepare enforcement responses as needed.
19. CDFA, Beesafe Agreement: FY 2018/19 revenue of $46,748 for inspection of apiary businesses for outreach and compliance.
20. CDFA, European Grapevine Moth Agreement: FY2018/19 revenue of $70,820 for European Grapevine Moth trapping.
Executed agreements will be placed on file with the Clerk of the Board.
B. The Yolo County Agricultural Commissioner/Sealer of Weights and Measures is currently authorized by Resolution No. 15-38 to sign amendments and revenue agreements. The proposed resolution modifies the authorization for fiscal years 2019/20 and 2020/21 to allow the Agricultural Commissioner/Sealer of Weights and Measures to execute any amendments to the listed agreements. This provides the Agricultural Commissioner/Sealer of Weights and Measures the flexibility required to effectively respond to unanticipated program changes. |
