Reason for Recommended Action/Background
The California Waterfowl Association is submitting a formal application to the Wildlife Conservation Board (WCB) for an Inland Wetlands Conservation Program grant to transform an existing borrow pit into a complex of riparian-lined perennial and seasonal wetlands at the 160-acre Woodland Regional Park (WRP) site.  The existing 22-acre borrow pit will be designed to provide different wetland habitat types and managed to maximize habitat diversity on the site.  This investment in the wetland and riparian enhancements would be the breakthrough project that would open the WRP to the public.

Located at the intersection of Yolo County Road 102 and County Road 25, the WRP will enable community members of all ages and abilities to incorporate visits to a natural area into their daily lives because of its proximity to where people live. The location of this site overcomes some of the biggest barriers to visiting a natural area: long distances, isolation and safety concerns.
WRP is the only park site owned by the City of Woodland with diverse natural habitat.  The proposed wetland and riparian project is integrated within a bigger vision developed by the City of Woodland, Tuleyome and Explorit Science Center in collaboration with local educational partners and nonprofits for a  multi-phase science and nature park that will enhance the resources on the WRP site. Conceptual design has been completed for the park master plan, the ADA trail around the wetland, a nearly 3 mile upland trail and a science and nature facility adjacent to the ADA wetland trail. The science and nature center is envisioned as a field and lab site to facilitate both formal and informal environmental education.

Supervisor Rexroad requested the County submit a letter of support for California Waterfowl's grant application (Att. A). A map of the Woodland Regional Park site is also included as Att. B as well as the City's letter in support of the grant application (Attachment C).
