Background
Due to citizen concerns about wildfire danger the City of Davis removed vegetation from the North Fork of Putah Creek in 2008. Also in 2008, the City adopted a channel maintenance plan for Putah Creek that describes recommended maintenance activities and seeks to balance wildlife habitat, drainage capacity, and fire prevention. The Plan is provided as Attachment A. While the City uses the channel for storm water conveyance, the majority of the project area is on county owned property. No maintenance has been completed on the north fork of Putah Creek since 2008.
There have been several notable wildfires in recent years in our region including the Rocky and Valley fires in 2015, the Clayton fire in 2016, and the multiple fires in Napa, Lake, Sonoma, and Solano counties late last year that caused nearly $10 billion in damages. Residents in both the City of Davis and the Willowbank area of Yolo County have recently expressed concerns about the overgrowth of vegetation within the north fork of Putah Creek. A map depicting project scope and location is provided as Attachment B.
Project Description
In response to citizen concerns, which were echoed by both the Davis Fire Department and the East Yolo County Fire Protection District, the County Administrator's Office has been working collaboratively with both fire agencies and City staff to complete the prescribed maintenance activities prior to nesting bird season (March 1st, annually) and fire season (May 15th, annually). Based on property ownership and maintenance responsibility, the parties have developed a one-time cost share agreement for this work: 75% Yolo County and 25% City of Davis.
This is a one-time expenditure. Future maintenance is currently being negotiated with the City and fire agencies and should occur at intervals of every three to five years, depending on vegetation growth. A permanent funding source will be identified through these discussions. |

Competitive Bid Process |
Request for Proposals (RFP) Service Requested: The County issued a RFP in April 2016 soliciting proposals for tree trimming and removal services. (RFP# PURRFPKK1604) The successful respondent was West Coast Arborists, Inc. who was awarded a four-year contract with the County. Staff will use West Coast Arborists to complete the required maintenance activities in the North Fork of Putah Creek. |
