REASON FOR RECOMMENDED ACTIONS
Viking Construction Co., Inc. substantially completed construction of this project on January 12, 2018 in accordance with the contract plans and specifications. The Board of Supervisors’ acceptance of the work, and authorization for the Director of Public Works to record the Notice of Completion, will allow the project to be closed out and final payment to be made to the contractor.
BACKGROUND
The bridge is located on County Road 99W over Buckeye Creek, approximately 0.48 mile southeast of County Road 1 near the community of Dunnigan. The project replaced an old bridge that Caltrans had classified as structurally deficient and scour critical, with a sufficiency rating of 32.5 out of 100. The new bridge is wider than the old, and the added width will improve safety. The new bridge will be able to carry extra-legal truck loads, and eliminates a long detour for these types of permit loads that are diverted from nearby Interstate 5. The new bridge has no footings in the creek, which will reduce environmental impacts to the creek.
The Board of Supervisors approved the plans and specifications for the replacement of this bridge on February 21, 2017, and authorized the Department to advertise for bids and award a contract to the lowest responsive bidder
Following the receipt of construction authorization from Caltrans, the Department of Community Services advertised the project. Four bids were received at the bid opening on May 3, 2017, ranging from $2,520,035 to $2,867,000. Viking Construction was the lowest bidder and was awarded the contract on May 12, 2017. Following receipt of the contractor’s bond and insurance certificates, the contract was executed on May 25, 2017.
Work began on June 9, 2017, and progressed through the summer construction season. The structure was substantially completed in December of 2017, and was opened to public traffic on January 5, 2018
The project was completed without any claims or change orders, and within the authorized budget. The cost of the contract, as well as County staff costs to administer and inspect the project, will be 100% reimbursed with federal Highway Bridge Program funds administered by Caltrans.
