Reason for Recommended Action/Background
The Sheriff's Office is requesting board approval of an appropriation adjustment and an amendment to the 2017-18 Authorized Equipment List to be able to purchase a replacement unmarked Field Operations vehicle.

In 2017, the Field Operations Section lost a SUV used by detectives due to extensive damage incurred in an accident. Insurance reimbursement has covered a portion of the vehicle's replacement cost; the Sheriff's Office is requesting $10,000 from COPS fund balance in order to purchase and fully equip an unmarked SUV to replace the lost vehicle.  As Field Operations had anticipated to replace only two detective vehicles during fiscal 2017-18, authority to purchase this third vehicle is also requested.
Collaborations (including Board advisory groups and external partner agencies)
YCPARMIA and Purchasing helped with the replacement and claims process for the totaled vehicle.  Purchasing will also assist with the purchase of any fixed asset items. County Counsel and the Department of Financial Services reviewed the appropriations transfer.
Competitive Bid Process
The Sheriff's Office will be using the State Bid contractor to purchase this fixed asset.

The Sheriff's Office is requesting $10,000 of COPS Funds for the purchase of a replacement unmarked Field Operations SUV.  Effective January 1994, Proposition 172 increased state sales tax one half percent in order to increase funding for local public safety activities.

Total cost to purchase and fully equip the vehicle is $32,000; $22,000 has already been received from an insurance reimbursement.  The requested contingency funds will not be considered a part of the department’s ongoing operations for budgetary purposes.
