Brief Title:    Set Davis CFD Parcel Tax Rate

Adopt the fiscal year 2018-19 Resolution for the Yolo County Library Measure P (Community Facilities District No. 1989-1, Stephens-Davis Branch Library) to approve the levying and apportioning of the special tax as provided herein. (No general fund impact.) (Fink/Beales)
Recommended Action
Adopt and authorize the Chair to sign the Resolution for the Community Facilities District No. 1989-1, Stephens-Davis Branch Library, which will: 1) levy the special tax rate at the rates specified; and 2) specify the special tax shall be collected by the Tax Collector at the same time, and in the same manner, as ordinary ad valorem property taxes, and shall be subject to the same procedure, sale, penalties and lien priority in case of delinquency.

Reason for Recommended Action/Background
During 2007 the Davis voters approved Measure P, which increased the amount of their parcel tax annually, as well as the assessment method. The proceeds of this parcel tax are to be used to pay for the cost of additional bonds issued for the purpose of expanding and renovating the Stephens-Davis Branch Library, as well as providing additional funds for library services.  The attached Resolution approves the Parcel Tax Rate for 2018-19 at the rates as specified in Measure P.

Staff from the County Administrator's Office, County Counsel, SCI Consulting Group, and the Library have been involved in developing the recommendations and Resolution before you today.

The recommended action increases the tax rate by 2% over the prior year amount. The resolution sets the following tax rates for FY 2018-19 at: $107.26 for single family residential parcels, and $53.62 per residential unit for multi-family residential parcels, which is projected to generate $2.223 million in restricted library fund revenue in FY 2018-19. These revenues will be included in the Library's FY 2018-19 budget.
