Recommended Action

Reason for Recommended Action/Background
A. Local Emergency

The resolutions and attached proclamations (included as Attachment A and Attachment B) describe the basis for ratifying the County Administrator's proclamations of local states of emergency within Yolo County on February 10, 2017 and on February 13, 2017. Government Code section 8630 provides for the governing body of a county to ratify a proclamation of emergency if the proclamation occurred when the board of supervisors was not in session. Ratification must occur within seven calendar days of the proclamation.

Assuming the Board of Supervisors adopts the attached resolutions and confirms the existence of local emergencies, County staff will review and, if appropriate, recommend continuation or termination of the states of local emergencies at each regularly scheduled Board meeting going forward. County staff will also take other appropriate steps to address local conditions, including coordinating with other local agencies on emergency response actions and the pursuit of funding assistance that may be available under the California Disaster Assistance Act. As reflected in Attachment C, the County Administrator's proclamation has been forwarded to the Director of the California Office Emergency Services for concurrence and other actions (including cost recovery) that may help local agencies respond to the disaster.

B.  Vehicle Access to Old River Road

Government Code section 8634 and County Code section Sec. 2-2.3106 authorize the County Administrator, in the event of the proclamation of a local emergency, to promulgate orders and issue rules as necessary to provide for the protection of life and property, provided that the Board of Supervisors confirms such orders or rules at the earliest practicable time. Here, the County Administrator temporarily closed Old River Road (County Road 22) to vehicles weighing more than 10,000 lbs (5 tons). The restriction is necessary for the protection of road embankments along County Road 22 due to high water levels in the Sacramento River and the resulting saturation of fill materials along the river bank.

This item was coordinated with the County Administrator (including the Office of Emergency Services) and Community Services. Both before and after the County Administrator's February 10, 2017 proclamation, Yolo OES received input from a multitude of local reclamation districts and other agencies with regard to storm damage and related response actions.
