Recommended Action
  1. Adopt budget resolution increasing the Sheriff's Department budget by $136,000; and
     
  2. Grant authority to purchase nine Livescan fingerprint terminals to replace existing equipment that has reached end of life, and two mobile single fingerprint identification systems.

Reason for Recommended Action/Background
The Sheriff's Office is requesting board approval of the appropriations transfer and the authority to purchase the fixed assets as described below.

The Sheriff's Office collects fingerprints from all individuals at the time of booking, which are electronically captured via Livescan and then passed through to the California Department of Justice (DOJ) database. Assembly Bill 674, Statutes 2012, Chapter 205, identifies funds collected as part of the vehicle registration fee to be set aside for the maintenance of these electronic fingerprinting terminals.  As technology advances, Livescan terminals reach end of life status and need to be upgraded. As part of fiscal year 2016-17, the Sheriff's Office is proposing to replace nine currently existing Livescan terminals throughout the County, including terminals located at Yolo County Probation, the Sheriff's Office, and the incorporated police departments. Two of these replacements will have an integrated barcode scanner for DNA samples submitted to DOJ for further tracking capabilities and searching functions. 

On January 24, 2017 the Board of Supervisors approved the purchase of the NIST Manager Plus system, which will create a searchable database, storing fingerprint images at the time of capture and creating a record that includes associated image data and electronic documents. This database will set the groundwork necessary for the collection of fingerprints and criminal identification in the field using mobile scanners. The Sheriff's Office will be purchasing two mobile single fingerprint identification systems which deputies can use in the field to capture fingerprints and that will assist in facial recognition.  

The Sheriff's Office is now requesting approval for a one time transfer of RAN funds to purchase the Livescan terminals and mobile capture devices from DataWorks.  DataWorks is the preferred vendor, as there is already existing infrastructure in place to support DataWorks terminals and software. Choosing a new vendor and replacing this infrastructure would not be cost effective.

Purchasing will assist with the purchase of any fixed asset items. County Counsel and the Department of Financial Services reviewed the appropriations transfer.  IT will assist with network connectivity issues. The established RAN Board has met and approved the purchase of this item.

Assembly Bill 674, Statutes 2012, Chapter 205, identifies funds collected as part of vehicle registration fees to purchase, maintain, and operate automated mobile and fixed location fingerprint identification technology.  The Sheriff's Office is requesting $136,000 of these RAN Funds for the purchase of replacement Livescan terminals and mobile single finger capture devices. The requested contingency funds will not be considered a part of the department’s ongoing operations for budgetary purposes.
