Recommended Action |
- Hold public hearing and accept comments from members of the public on the resolution that expands Agricultural Preserve Nos. AP-001, AP-068, AP-036, AP-024, AP-041, AP-009, AP-047, AP-069, AP-085, AP-003, AP-019, AP-039, AP-076, and AP-035, to allow for the execution of new Williamson Act contracts (Attachment A);
- Approve the Categorical Exemption as the appropriate level of environmental review in accordance with the California Environmental Quality Act (CEQA) and Guidelines (Attachment B); and
- Approve the updated template for Williamson Act contracts (Attachment C) and authorize the chair to sign the new Williamson Act contracts and all future contracts that meet the Eligibility Criteria and all other requirements for the establishment of new contracts.

Reason for Recommended Action/Background |
On January 10, 2017, the Board voted to end the six-year moratorium on accepting any new Williamson Act contracts. Since that action, the County has received approximately fifteen applications to establish new contracts.
The Land Use Conservation Act (Williamson Act) statutes require that all new contracts must be included within established Agricultural Preserve areas. There are approximately 97 Agricultural Preserves in the unincorporated area of Yolo County, most of which were established in the 1960's and 1970's. In order for the new Williamson Act contracts to be executed, fourteen existing Agricultural Preserves must be expanded to include the adjacent parcels that would be placed under contract.
Staff has updated the standard format for Williamson Act contracts (Attachment C). With this action, the Board accepts the new contract language and directs the chair to sign new contracts using the new template. |
