Reason for Recommended Action/Background |
There has been an on going problem between off highway vehicle (OHV) riders and land owners within Yolo County. Complaints from land owners related to off highway vehicle riders trespassing and vandalizing private property continue to be received. Land owners along the areas where most problems occur have gone to great lengths to prevent riders from entering their property; however, people continue to break through the physical barriers, gates and fencing to access those areas. Other areas of concern are habitat restoration sites along Putah and Cache Creek.
To help augment enforcement efforts, the Yolo County Sheriff's Office first sought OHV grant revenue funding in fiscal year 2009-2010 and in subsequent fiscal years. This funding has allowed the department to purchase equipment and provide specific training and resources needed to help establish an enforcement team, better serving landowners negatively affected by OHV riders. On January 26, 2016, the Yolo County Board of Supervisors approved a temporary ordinance banning the use of off-highway vehicles in Cache Creek between the hours of 7:00 p.m. and 6:00 a.m. The Sheriff's Office was allocated $100,000 in contingency funding to support increased patrols and place signage along the creek alerting riders of the ordinance.
On April 5, 2016, the Yolo County Sheriff's Office received authorization to submit the fiscal year 2016-17 application for the OHV Recreation Program via Yolo County Resolution No. 16-27. The state granted the Sheriff’s Department $55,724 in grant reimbursement funding for fiscal year 2016-17, which the board accepted on January 10, 2017. As the $100,000 contingency funding has and will continue supporting enforcement staff costs for the majority of the 2016-17 fiscal year, the Sheriff's Office requested a dedicated tow vehicle as part of the grant budget. This vehicle would be used to pull the OHV trailer and to transport other already existing OHV equipment, replacing an older shared vehicle that is not always available for emergency or other unplanned operations. The Sheriff's Office is now requesting board authority to purchase the fixed asset. |

The $55,724 grant requires a local match of 33% ($18,575), which can be fulfilled by either in-kind goods or services or utilization of other county funds. In this case, the match requirement will be satisfied by existing funds ($8,575) from the local funding source established by Vehicle Code 38240 and $10,000 in "gravel funding" from Natural Resources. No county general or public safety funds are involved for fiscal year 2016-17. |
