Adopt Authorized Position and Salary Resolution to implement minimum wage increases for extra help class titles and changes in the Health & Human Services Agency; and adopt vacation accrual rule for class of Chief District Attorney Investigator. (No general fund impact) (Rowland)
Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement minimum wage increases for extra help class titles and changes in the Health & Human Services Agency; and
     
  2. Include verified service in a State, local or county public agency as a safety member to credit toward years of service for vacation accrual purposes for the class of Chief District Attorney Investigator.

Fiscal Impact

The recommended minimum wage increases for extra help class titles has a minimal fiscal impact as the Library Page is the only class with incumbents at this time. The fiscal impact for the remainder of FY2016-17 is estimated to be $4,250.  The Library has sufficient funds within its existing budget to cover this cost.

Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution. In order to keep page with the State minimum wage which increased to $10.50 per hour effective January 1, 2016, staff is recommending approval of increases to the starting hourly rate for Page, used exclusively in the Library, and four other extra help classes which may be used in any county department.  

The change to the vacation accrual rule for the Chief DA Investigator class is recommended by Human Resources to provide parity between this management class and the supervisory and subordinate classes it supervises.
