Reason for Recommended Action/Background |
The State Water Resources Control Board (State Board) delegates enforcement of the California Safe Drinking Water Act for small Public Water Systems to Local Primary Agencies (LPAs), including Yolo County Environmental Health, through a Delegation Agreement. The most recent Agreement for Yolo County was approved by the Board of Supervisors on November 5, 2015, which was amended by the State Board on January 3, 2017, to require additional reporting and data management. Approval of the amendments will avoid action taken by the State Board to revoke the LPA Delegation Agreement and allow the County to continue its oversight of small Public Water Systems.
Additionally, delegating the execution of future amendments to the Director of Environmental Health will streamline the approval process and improve our effort to protect the public and environmental issues related to groundwater quality. |
