Approve agreement with North Valley Behavioral, LLC in the amount of $2,995,400 for psychiatric health facility services for the period of February 1, 2017 through June 30, 2019. (No general fund impact) (Larsen/Sigrist)
Recommended Action
  1. Approve agreement with North Valley Behavioral, LLC in the amount of $2,995,400 for psychiatric health facility services for the period of February 1, 2017 through June 30, 2019; and
     
  2. Authorize the Health & Human Services Agency (HHSA) Director, and her/his designee to execute any additional forms, documents and/or amendments relating to this contract.

Reason for Recommended Action/Background
When an adult resident of Yolo County with serious mental illness and serious emotional disturbances requires care in a locked facility (other than a State hospital), HHSA and local hospitals look for available bed space. Currently, these clients receive care in regional hospitals at a cost to Yolo County of $665-950/day. 

This contract would allow HHSA to purchase four beds at a high quality, affordable, inpatient psychiatric health facility. The beds would be available to the County for patient placement without wait times. The beds would cost $425/day, a savings of $240-525/day over the current cost for stays in acute psychiatric facilities. Based on historic trends, we expect these beds to be consistently full. Even if they are occasionally empty, we still project an overall savings.   

The services provided by North Valley Behavioral will be billable to Medi-Cal and are therefore a more cost-effective option for this important level of care than free-standing psychiatric hospitals whose services are not billable to Medi-Cal, and which would otherwise be used by Yolo County for much of the inpatient care.

With the purchase of these four dedicated beds, the County will be able to collaborate with a consistent provider of high-level supportive inpatient care towards decreasing overall hospitalization length of stay and improving client outcomes.

Is anybody better off?
Percentage of clients who did not return to inpatient/locked psychiatric care within 180 days of discharge

Staff recommends approval of the attached contract with North Valley Behavioral, LLC. (Attachment A)

No county general funds are required by this action.  This expense was previously budgeted and allocated into contracts with other providers. As explained above, HHSA anticipates savings by the use of this contract over the contracts with other providers.
