Approve Community Services Block Grant (CSBG) Agreement No. 17F-2052 with the State of California, Department of Community Services Development in the initial amount of $77,799 for program year 2017 in order to receive grant funds from the State, put the County's CSBG Community Action Plan into effect and enter into CSBG award agreements with service providers; and adopt resolution authorizing submittal of the Grant Agreement to the Department of Community Services and Development. (No general fund impact) (Larsen)
Recommended Action
  1. Approve Community Services Block Grant (CSBG) Agreement No. 17F-2052 with an initial advance amount of $77,799 with the State of California Department of Community Services and Development for program year 2017. The term of this agreement is January 1, 2017 through December 31, 2017;
     
  2. Adopt resolution authorizing submittal of the Grant Agreement to the Department of Community Services and Development;
     
  3. Authorize the Chair to sign other forms as necessary to carry out the foregoing action;
     
  4. Authorize the Director of the Health and Human Service Agency, or designee, to enter into and accept any amendments and revisions to Agreement 17F-2052 (including exhibits) that are consistent with the Agreement on file with the Clerk of the Board, and any other amendments that have been approved by the Board; and
     
  5. Authorize the Director or designee to prepare and sign the Department of Community Services and Development fiscal and program reports required by Agreement 17F-2052.

Reason for Recommended Action/Background
On June 9, 2015, the Yolo County Board of Supervisors approved the Yolo Community Services Block Grant Community Services Action Plan for program years 2016 and 2017. This plan was filed with the State. The Community Services Block Grant (CSBG) helps the County fulfill its obligation to address root causes of poverty by implementing the priorities identified in the Community Action Plan. The 2016-2017 Community Action Plan identified the following priorities to be addressed with CSBG funds:
  • Housing assistance programs, emergency shelters and transitional housing programs. Many of these programs provide some of the needed services described in our community needs survey: mental health counseling, substance abuse counseling, employment assistance, life skills, job readiness and assistance accessing permanent housing. They also serve to help with homeless prevention programs such as utility assistance, rental assistance, eviction prevention assistance and assistance to homeless and low-income individuals to overcome barriers to accessing and maintaining permanent housing.
     
  • Food assistance programs such as food distribution centers, food closets, meals delivery for homebound seniors and disabled individuals, hot meal programs, etc.; and other emergency food assistance programs.
     
  • Programs that provide comprehensive, culturally competent self-sufficiency services for homeless and low-income youth, families and individuals, including employment and employment services, where appropriate, in order to proactively address the root causes of poverty. The County will continue to work with the Workforce Investment and Opportunity Act program to support the County One Stop centers for employment and training services for adult job seekers and for services to individuals who have lost their jobs due to plant closures or mass layoffs. These funds will also provide services for disadvantaged youth who have dropped out of school to develop basic job skills.
     
  • In conjunction with the Cities of Davis, West Sacramento, Winters and Woodland, fund and support a Homeless Coordinator, who is instrumental in developing and maintaining grant funding to support the work of local community based organizations and agencies that serve the poor.

There was extensive planning with the Community Services Action Board and various non-profit agencies. County Counsel has approved the resolution as to form.

These are revenue funds the department is receiving from the State to execute its Community Services Block Grant (CSBG) plan.  In anticipation of receiving CSBG funds, a Request for Proposal was released for service provision; five proposals were received and reviewed.  HHSA has entered into agreements with four selected vendors based on scoring and available funds which were presented and approved by the Board in January 2016.
