Reason for Recommended Action/Background
Sutter Health is leading the Getting to Zero campaign, a regional effort to align public, private and philanthropic programs and resources in support of reducing homelessness in Placer, Sacramento and Yolo counties. The goal of Getting to Zero is to fund and support implementation of new programs in the region that address homelessness through utilization of Housing First best practices, including: facilitating coordinated entry into the homeless system; proving a continuum of housing options and supportive services; and providing low or no barrier housing. Getting to Zero aims to lead the region to “functional zero” -- the point at which the number of individuals experiencing a housing crisis in our community is equal to or fewer than the number of permanent housing units available to them.

Sutter Health has committed to providing matching funds for local homeless projects in the amount of $5 million, and hopes to raise an additional $15 million through matching funds from local governments and donations from private and philanthropic organizations over a three year period. The funds raised in the Getting to Zero campaign will be accessible to local jurisdictions through a funding program administered by Sutter Health.

Sutter Health has encouraged all local jurisdictions interested in expressing similar goals to those of Getting to Zero for their community to adopt the attached resolution. Staff recommends adopting the resolution in support of the Getting to Zero campaign.
