Recommended Action

Adopt budget resolution increasing the Mental Health Budget in the amount of $1,893,708 for 2017-18 for the Health and Human Services Agency to provide and/or enter into agreements for the provision of services to Yolo County clients who meet the Proposition 47 criteria.

Reason for Recommended Action/Background
On January 24, 2017, the Yolo County Board of Supervisors approved and adopted a resolution authorizing Yolo County Health and Human Services Agency (HHSA) to submit a grant proposal to the Board of State and Community Corrections (BSCC) for Proposition 47 grant funds and to receive and administer the funds to expand existing diversion programs in Yolo County and provide intensive case management and treatment, civil legal assistance and permanent housing assistance.
 
On June 14, 2017, the BSCC awarded Yolo County HHSA $5,968,214 to implement their proposed project – Steps to Success. This grant was awarded for a 38-month period starting June 15, 2017 and ending August 16, 2020.
 
Steps to Success is a significant expansion to Yolo County’s existing continuum of criminal justice diversion programs. Specifically, the project applies the principles of restorative justice and trauma-informed care to provide wraparound services to individuals that are eligible for a diversion program, but are unlikely to succeed without intensive supports due to their history and current issues with mental health and/or substance use disorders.
 
The Proposition 47 grant was not included in the Board of Supervisors approved budget for fiscal year 2017/18 (Level Group 0401-4101).  This budget resolution is needed in order to appropriate funding for the administration and implementation of the Proposition 47 grant program (Steps to Success).  This grant, administered by the Board of State and Community Corrections (BSCC), was awarded to the Yolo County HHSA after County budgets were submitted.
