  1. Receive update on 2017 legislative session; and
     
  2. Approve 2018 Intergovernmental Advocacy Policy and Advocacy Priorities.

Reason for Recommended Action/Background
The County took positions on 10 bills in the 2017 legislative session. Attached is a report detailing the outcome of those bills (Attachment A). Of note, though not captured in the attached document, was the County’s success in securing a $800,000 state general fund appropriation to begin environmental and engineering work to replace the County Road 40 low water crossing.  

In previous years, the Intergovernmental Advocacy Policy served as a comprehensive platform for Yolo County’s advocacy efforts, encompassing the County’s values and goals. For 2018 staff worked with department leadership to expand the document and also drafted a separated list of Advocacy Priorities. It is contemplated that the Advocacy Policy (Attachment B) would be a more reactive document used to guide the County’s ability to take positions on legislation and other legislative/regulatory matters, whereas the Advocacy Priorities (Attachment C) are discrete goals which will be the focus of staff’s advocacy efforts for the year.

For 2018, staff and the Legislative Board Subcommittee are recommending four priorities:
  •        Laying the groundwork for a potential federal appropriation to fund the remaining $2.2M to construct the County Road 40 bridge
  •        Identify funding, build a supporting coalition, and implement a plan to develop a bike path from the City of Davis to the Yolo Bypass Causeway
  •        Receive state approval to transfer maintenance of County Service Area (CSA) 6 levees to the California Department of Water Resources
  •        Receive state approval to transfer maintenance of the Huff’s Corner levee on Cache Creek to the California Department of Water Resources
The 2018 Intergovernmental Advocacy Policy and Advocacy Priorities was previously approved by the Legislative Board Subcommittee.
