Approve third amendment to contract with CommuniCare Health Centers, Inc. for juvenile justice mental health and drug treatment services, extending the term through June 30, 2016 and increasing the maximum compensation amount by $108,101 for 2015-16 for a new contract maximum of $648,606. (No general fund impact) (Cardall/Pistochini)
Recommended Action
Approve a third amendment to a Contract with CommuniCare Health Centers, Inc. for Juvenile Justice Mental Health and Drug treatment services to extend the term through June 30, 2016 and increase the maximum compensation amount of the contract to $648,606.

Reason for Recommended Action/Background
Since 2000, Probation has partnered with CommuniCare Health Centers, Inc. to provide evidence based behavioral health intervention programs that serve up to 200 youth and their families annually. CommuniCare has had a long history of partnering with the County, has proven their ability to serve youth that are involved in the Juvenile Justice system, has the convenience of multiple service locations in Woodland and West Sacramento, and provides in-home services. CommuniCare is the only outpatient substance abuse treatment program in Yolo County and is recognized as a nationally certified Functional Family Therapy site. CommuniCare is able to provide health screenings to all youth referred to their agency. Treatment services are evidence-based cognitive behavioral interventions that include: Functional Family Therapy (FFT), Thinking for a Change (T4C), Cognitive Behavioral Interventions for Substance Abuse (CBI-SA), Trauma Focused Cognitive Behavioral Therapy (TF-CBT), and Individual Therapy provided as needed. CommuniCare's focus is on the higher risk population of youth involved with the Juvenile Justice System.

The department is currently reviewing its overall juvenile justice treatment strategies and will incorporate its proposed strategies in the upcoming budget process.

In order to reduce the need for costly out-of-home placement and to make it possible for youth to be safely maintained in the home, case planning strategies focus on the strengths and needs of the minor and his/her family and identifying services to be provided as mandated by state statutes.

Approval of this third amendment to Agreement No. 13-132 with CommuniCare Health Centers, Inc. will further support Probation's effort to support community based services. This agreement is on file with the Clerk of the Board and is available upon request.
