B. The attorneys in the C2 group currently have a maximum vacation cap of 360 hours, which was established during furloughs. This action reduces the cap to 320 hours in order to align this group with the majority of County employee groups.
C. The Board approved funding for a retirement account on September 9, 2014, as part of Howard Newen’s compensation package. The approval of the attached resolution (Attachment C) is administratively required to establish the VantageCare Retirement Health Savings Plan. It is recommended that the Board retroactively adopt and affirm the establishment of the VantageCare Retirement Health Savings Plan effective April 1, 2015, when the first annually-approved compensation was placed in the plan.
D. The Board authorized fixed employer health benefit plan contributions for employees and annuitants by resolution for the Yolo County Correctional Officers Association and Stationary Engineers, Local 39 (General Unit) based on a negotiated contribution cap ("cap"), effective January 1, 2016. This will change the way in which the County can pay the retiree medical premium. Only the maximum medical contribution cap amount established in the resolution can be paid directly to CalPERS. In order to continue the 2015 County contribution amount for current retirees from these two bargaining units as of December 31, 2015, staff has coordinated a Retiree Health Reimbursement Arrangement (HRA) Plan to reimburse the retiree for the County contribution amount that can no longer be paid directly to CalPERS. Staff recommends the Board approve Attachment D to authorize the County to switch from paying the County health plan contribution directly to CalPERS and establish the procedure for implementing a Retiree HRA Plan to reimburse retirees for the County medical premium contribution amount over the CalPERS medical contribution cap.
