Recommended Action |
- Accept as complete the construction work on the County Road 99 (West St) Rehabilitation Project (CR 99 from Kentucky Avenue to CR 19A approximately one mile north, including Barnard Street), performed under Agreement 2016-0088 by Teichert Construction, Inc.
- Authorize the Assistance Director, Public Works to sign and record the Notice of Completion.

Reason for Recommended Action/Background |
The contractor, Teichert Construction, Inc., completed construction of this project on November 12, 2015 in accordance with the contract plans and specifications. The Board of Supervisors’ acceptance of the work will allow the Notice of Completion to be recorded and the project to be formally closed out.
BACKGROUND
The Board of Supervisors approved the plans and specifications for this project on July 7, 2015. One bid was received at the bid opening on July 30, 2015. The construction contract was executed on August 17, 2015 in the amount of $1,184,888. Work began on September 15, 2015 and was substantially complete on October 16, 2015. Final punch list items were completed by November 12, 2015.
County Road (CR) 99 is a minor arterial and provides access to Woodland from Interstate 5. CR 99 carries approximately 8,400 vehicles per day. This project rehabilitated CR 99 between Kentucky and the railroad tracks, as well as the Barnard Street cul-de-sac. Previous efforts to complete the work as a part of the 2012 Rehabilitation project were postponed in order for Caltrans to complete repairs to the bridge over Interstate 5. The old pavement along County Road 99 was cracked and beginning to pothole. Most portions of the pavement exceeded their design life by at least 20 years, and were deteriorating at a rapidly increasing rate, with corresponding increases in the cost of road maintenance. This rehabilitation project has increased the strength of the pavement section and improved conditions for motorists by means of combining two innovative soil stabilization and structural section recycling in-place techniques. County Road 99 was rehabilitated in two stages and the contractor and Department staff worked nights and weekends to minimize the construction impacts and provide 24/7 access to adjacent businesses and property owners. |
