Approve selection of consultant, MBK Engineers, to provide services to prepare a Small Communities Flood Risk Reduction Feasibility Study for the communities of Clarksburg, Knights Landing and Yolo. (No general fund impact) (Blacklock/Tuttle)
Recommended Action
Direct staff to enter into negotiations for a Professional Services Agreement with MBK Engineers to prepare the Small Communities Flood Risk Reduction Feasibility Study for the communities of Clarksburg, Knights Landing and Yolo contingent upon the award of a State of California, Department of Water Resources, Small Communities Flood Risk Reduction Program grant; and, if negotiations are not successful in reaching agreement, staff requests the Board direct that staff enter into negotiations with the next-ranked team.

Reason for Recommended Action/Background
Yolo County is pursuing a $1.5 million State of California, Department of Water Resources (DWR) Small Communities Flood Risk Reduction Program (SCFRRP) grant. This grant is intended to fund feasibility studies to evaluate alternatives to reduce flood risk in the small communities in Yolo County, which include Clarksburg, Knights Landing and Yolo. The goal is to improve the levees that protect these communities to meet the Federal Emergency Management Agency (FEMA) accreditation requirements and to identify nonstructural actions to further reduce the consequences in the event of a levee failure. Where structural improvements are not feasible, nonstructural actions will be evaluated. A Request for Qualifications (RFQ) was issued on November 2, 2015 to interested consultants to be considered for selection to provide services to prepare the feasibility study. The County received Statement of Qualifications (SOQ) from the following six (6) consultant teams.

FlowWest
David Ford Consulting Engineers, Inc.
MBK Engineers
MGE Engineers, Inc.
Sage Engineers
Wood Rodgers

A selection committee, comprised of three County representatives, independently reviewed and ranked the SOQs based on the criteria established and provided in the RFQ (attachment 1). MBK Engineers, Wood Rodgers and FlowWest received the highest cumulative rankings. Interviews were conducted with Wood Rodgers, MBK Engineers and FlowWest. Based on the interview results, MBK Engineers was selected. Staff is requesting that the Board direct staff to enter into negotiations for a Professional Services Agreement with MBK Engineers. If negotiations are not successful in reaching agreement, staff requests the Board direct that staff enter into negotiations with the next-ranked team.
