The contractor, Lamon Construction Co. Inc, completed construction of this project by October 12, 2015 in accordance with the contract plans and specifications. The Board of Supervisors’ acceptance of the work and authorization to record the Notice of Completion will allow the project to be closed out.
BACKGROUND
County Road (CR) 31 is a two lane rural minor arterial providing an East-West corridor connecting Winters and Davis, and providing access from both interstate 505 and State Route 113 to the Yolo County airport, which is located ¼ mile north of the intersection of CR 31 and CR 95. Approximately 5090 vehicles per day use CR 31.
In 2012 Public Works Division staff applied for federal Highway Safety Improvement Program (HSIP) funds administered by Caltrans to add left turn lanes on CR 31. The Division’s accident database was used to demonstrate a high “benefit to cost” ratio for the proposed improvements, as required to receive the HSIP funds, which are awarded statewide on a competitive basis. This intersection is a relatively high incident area where the most common types of collisions are “rear-end” and “broadside”. The rear-end accidents are effectively addressed with the addition of turn lanes to shelter turning vehicles, based on the design manual “A Policy on Geometric Design of Highways and Streets published by the American Association of State Highway and Transportation Office” which states “the provision of left-turn lanes has been found to reduce crash rates anywhere from 20 to 65 percent.”
The project widened CR 31 on both sides of CR 95 to accommodate a 12-foot wide left turn lane in each direction. The intersection was raised by about 8-inches; paving fabric was placed over the entire foot print of the project followed by a 4 inch thick asphalt concrete overlay.
A request for authorization to proceed with construction was submitted to Caltrans on April 7, 2015 and the authorization was received May 1, 2015. The Board of Supervisors approved the plans and specifications for the construction of this project on May 5, 2015.
Three bids were received at the bid opening on July 8, 2015, ranging from $359,990 to $499,241. The construction contract was executed on August 3, 2015 and work began on September 8, 2015 with traffic control maintaining the intersection open to all traffic. Construction was completed and traffic control removed by October 12, 2015. |

Budgeted amounts include construction contract, material testing, construction administration and other construction related services. The total cost of the construction contract for this project is $406,331. Federal transportation funds will reimburse the road fund at 90% for $365,698 with a local match of $40,633. |
