Approve Community Services Block Grant Agreement (CSBG) No. 16F-5052 with the State of California, Department of Community Services & Development in the initial amount of $79,826 ($282,591 total) to implement the County's CSBG Community Action Plan for the term of January 1, 2016 through December 31, 2016. (No general fund impact) (Planell/Larsen)
Recommended Action
  1. Approve Community Services Block Grant Agreement No. 16F-5052 with the State of California, Department of Community Services and Development in the initial amount of $79,826 ($282,591 total) for the term of January 1, 2016 through December 31, 2016.
     
  2. Adopt the attached resolution and authorize the Chair to sign other forms as necessary to carry out the foregoing action.
     
  3. Authorize and direct the Director of the Health and Human Service Agency (HHSA), or designee, to enter into and accept any amendments and revisions of Agreement 16F-5052(including exhibits) that are consistent with the Agreement on file with the Clerk of the Board, and any other amendments that have been approved by the Board, upon approval as to form by County Counsel; and
  4. Authorize the Director or designee to prepare and sign the Department of Community Services and Development fiscal and program reports required by Agreement 16F-5052.

Reason for Recommended Action/Background
On June 9, 2015, the Board of Supervisors approved the Yolo County Community Services Block Grant Community Action Plan for program years 2016 and 2017. This plan was filed with the State. The Community Services Block Grant (CSBG) helps the County fulfill its obligation to address root causes of poverty by implementing the priorities identified in the Community Action Plan. The 2016-2017 Community Action Plan identified the following priorities to be addressed with CSBG funds:

1. Food assistance programs, such as food distribution centers, food closets, meal delivery for homebound seniors and disabled individuals, hot meal programs and other emergency food assistance programs.

2. Housing assistance programs, emergency shelters and transitional housing programs. Many of these programs provide some of the needed services described in our community needs survey: mental health counseling, substance abuse counseling, employment assistance, life skills, job readiness, and assistance accessing permanent housing. They also serve to help with homeless prevention programs such as utility assistance, rental assistance, eviction prevention assistance and assistance to homeless and low-income individuals to overcome barriers to accessing and maintaining permanent housing

3. Programs that provide comprehensive, culturally competent self-sufficiency services for homeless and low-income youth, families, and individuals, including employment and employment services, where appropriate, in order to proactively address the root causes of poverty. The County will continue to use Workforce Investment Act (WIA) funds to support the County One Stop centers for employment and training services for adult job seekers and for services to individuals who have lost their jobs due to plant closures or mass layoffs. These funds will also provide services for disadvantaged youth who have dropped out of school to develop basic job skills

4. Continue to fund the Homeless Coordinator who is instrumental in developing and maintaining grant funding to support the work of local community based organizations and agencies that serve the poor. This is accomplished in conjunction with the cities of Davis, West Sacramento, Winters and Woodland.

In anticipation of receiving CSBG funds, a Request for Proposal was released for service provision; six proposals were received and are being reviewed. HHSA will enter into agreements with selected vendors based on scoring and available funds and will bring these agreements to the Board in January.
