Approve first amendment to agreement with CommuniCare Health Centers, Inc. to add Substance Abuse Mental Health Services Administration (SAMHSA) funding in the amount of $31,938 for a new contract maximum of $85,542 to provide mental health, alcohol and/or other drug therapy services to youth through the age of 18 who are eligible for the Adolescent and Youth Treatment Program; and provide full mental health assessments and linkage and referral to juvenile justice and/or child welfare-involved youth for the SAMHSA-referred consumers in the Juvenile Detention Facility for the period July 1, 2014 through June 30, 2017. Recommended Action

Reason for Recommended Action/Background
In 1998 the California legislature passed California Assembly Bill 1784, the Adolescent Alcohol and Drug Treatment and Recovery Program Act, to provide alcohol and/or other drug treatment for adolescents. In fiscal year 2011-12 the State Budget Act revised the State and federal Substance Abuse Prevention and Treatment (SAPT) grant funds and realigned fiscal and administrative responsibility for Alcohol and Drug services from the State Department of Health Care Services to the counties. The State mandates these programs, including the Adolescent and Youth Treatment Program (ATP) program. The ATP program provides individual and group therapy to youth through the age of eighteen (18). These youth need programs that address their developmental issues, provide comprehensive and integrated services, and involve families, while allowing them to remain in the most appropriate but least restrictive setting possible to enhance their overall potential success in the community.

The Yolo County Health and Human Services Agency continuously works with local community-based organizations to develop a continuum of care that provides treatment options to children and their families in the community and that delivers support services in the least restrictive environment possible.

Approval of this Amendment will allow CommuniCare Health Centers to utilize the additional Substance Abuse Mental Health Services Administration (SAMHSA) funding by expanding services to provide full mental health assessments and linkage and referral to juvenile justice and/or child welfare involved youth for the SAMHSA referred consumers in the Juvenile Detention Facility.

This Amendment is being presented to the Board of Supervisors for approval because the Health and Human Services Agency contract aggregate amount with CommuniCare Health Centers, Inc. exceeds the $100,000 threshold. Therefore, the approval of the Board of Supervisors is required according to the County’s Administrative Policies and Procedures.

Competitive Bid Process:
On March 21, 2014 the Alcohol, Drug and Mental Health Department (ADMH), now known as the Yolo County Health and Human Services Agency, issued a Request for Proposals (RFP) from qualified contractors to provide outpatient individual and group alcohol and/or other drug therapy services to youth through the age of eighteen (18) who have a substance use diagnosis. ADMH received one (1) proposal from this solicitation. This proposal, submitted by CommuniCare Health Centers, Inc. was evaluated and found to meet all required qualifications to provide those services.

Contracting History:
On May 27, 2014, the Board of Supervisors approved the original Agreement with CommuniCare Health Centers, Inc. in the amount of $53,604 to provide individual and group therapy to youth through the age of eighteen (18) who have a substance abuse diagnosis for the period July 1, 2014 through June 30, 2017.

No county general funds are required by this action. The total increased amount for this Amendment is $31,938 for fiscal years 2015-16 and 2016-17, for a new contract maximum amount of $85,542 for three fiscal years. The increase of $15,969 is included in the Health and Human Services Agency approved budget for fiscal year 2015-16. The Health and Human Services Agency will budget the funding necessary for fiscal year 2016-17.
