Recommended Action |
- Approve Agreement with Asana Integrated Medical Group, Inc. in the amount of $450,000 to provide Acute Psychiatric Inpatient Hospital Professional Services to Yolo County residents for the period July 1, 2015 through June 30, 2018.
- Delegate authority to the Director of the Health and Human Services Agency or her/his designee to sign and execute any additional documents and/or amendments relating to this Agreement.

Reason for Recommended Action/Background |
California state law mandates that psychiatric inpatient hospital services be provided to eligible Medi-Cal and non-Medi-Cal mental health consumers. Woodland Memorial Hospital is the designated and responsible hospital to provide the State-mandated psychiatric inpatient hospital services to Yolo County residents age 18 or older who meet State Welfare and Institutions Code criteria and/or who are a danger to self, others or are gravely disabled and require inpatient acute psychiatric services. Historically, the Health and Human Services Agency, formerly known as the Department of Alcohol, Drug and Mental Health has contracted with Woodland Memorial Hospital for psychiatric inpatient hospital services and participated in funding the professional services for Medi-Cal eligible clients. However, Woodland Memorial Hospital is now referring eligible clients to Asana Integrated Medical Group to provide the professional services. Therefore, beginning fiscal year 2015-16 the Health and Human Services Agency will need to contract with Asana Integrated Medical Group for the professional services provided to Yolo County eligible clients at Woodland Memorial Hospital.
This request is coming to the Board of Supervisors after the effective date of this Agreement due to rate negotiations with Woodland Memorial Hospital. The rate negotiations took longer than expected, resulting in a delay, however, the same rate will be used for this Agreement. Approval of this Agreement will allow mandated and vital treatment services to be available and/or continued for eligible clients.

Competitive Bid Process:
On July 31, 2007, the Board of Supervisors granted an approval to the Yolo County Health and Human Services Agency, formerly known as the Department of Alcohol, Drug and Mental Health for certain exceptions to the contract procurement policy. According to this approval, hospital providers are classified as “Any willing providers” and are exempt from the competitive bid process. |

No general funds are required for this Agreement. The total contract amount is $450,000 for three fiscal years. The amount of $150,000 has been included in the adopted Health and Human Services Agency budget for fiscal year 2015-16. The Health and Human Services Agency will budget the funding necessary for future fiscal years. |
