Recommended Action
Staff recommends that the Board adopts the requested resolution of support (Attachment A) for Proposition 1 funding from the Sacramento-San Joaquin Delta Conservancy for planning funding for the Elk Slough Fish Passage and Flood Improvement Project.

Background
The Sacramento- San Joaquin Delta Conservancy‘s Proposition 1 Ecosystem Restoration and Water Quality Grant Program funds competitive grants for multi-benefit ecosystem and watershed protection and restoration projects in accordance with statewide priorities. The Conservancy has invited concept proposals to be submitted for funding projects that address at least one of the following programmatic focal areas:
  • Ecosystem Protection, Restoration, and Enhancement
  • Water Quality
  • Water-related Agricultural Sustainability
The Conservancy will grant funds for two project categories:
  • Category 1: planning projects that advance pre-project activities necessary for a specific, on-the-ground project; and
  • Category 2: implementation projects that advance on-the-ground implementation projects and land acquisition projects. Category 2 projects must have an expected useful life of at least fifteen years.
 
Eligible projects must be located within or benefit the Delta and Suisun Marsh as defined in Public Resources Code Section 85058 (a map can be found at this link: http://deltacouncil.ca.gov/docs/dsc-tabloid-size-map-legal-delta).

Proposed Project
Reclamation Districts 999 and 150 propose a comprehensive study for Elk Slough that will evaluate existing levee conditions and habitat types along the slough and evaluate alternatives for improvements and sustainability of the flood protection and habitat features of the levee system. The Elk Slough corridor is a critical component to the District’s drainage and flood protection efforts. Elk Slough also is a large habitat corridor with valuable riparian forest and shaded riverine aquatic habitat types. The study will further evaluate possible projects to improve the District’s flood protection and the sustainability of the existing habitat features.

The project site is located in the southern portion of Yolo County directly south of the community of Clarksburg.  The project site extends along the entire 9.5-mile length of Elk Slough. The slough originates at the Sacramento River directly south of the intersection of S. River Road and S. Center Street in Clarksburg and extends southwest to its confluence with Sutter Slough. The attached figure identifies the location of Elk Slough. A map is provided as Attachment B to this staff report.  

The goal of this planning effort is to identify a detailed fish passage and flood improvement design for Elk Slough that will meet Recovery Actions identified in the NOAA Fisheries July 2014 Salmon Recovery Plan, enhance the existing habitat to better meet listed species needs, improve slough water quality, reduce flood risks, and support water-related agricultural sustainability.  The primary objective is to develop a project design with sufficient detail that it will qualify for a subsequent Proposition 1  grant as an implementable habitat restoration and flood improvement project.  The draft concept proposal for this planning project is provided as Attachment C to this staff report. 
Collaborations (including Board advisory groups and external partner agencies)
Staff has collaborated with the Board's Ad Hoc Delta, Water and Related Issues Subcommittee, RD's 999 and 150, and the Lower Sacramento - Delta North Regional Flood Management Planning group (comprised of Solano and Yolo counties, West Sacramento Area Flood Control Agency, Sacramento Area Flood Control Agency, Solano County Water Agency, and RD 2068).
