Reason for Recommended Action/Background |
This amendment would increase the County's contract with the Yolo Food Bank, which was originally signed July 1, 2017, by $25,300 to provide subsidized employment training for CalWorks clients.
Subsidized employment is a critical component of the California Work Opportunity and Responsibility to kids (CalWORKS) Program, in particular for assisting in meeting the Welfare-to-Work (WTW) program requirements. Non-profit, private and public agencies, such as the Yolo Food Bank, contract with Yolo County to provide subsidized employment opportunities to our CalWORKS clients. These agencies act as the employer and provide both work experience and training to our clients. Upon presentation of a properly documented claim, Yolo County reimburses the agency 100 percent of the wages and up to 10 percent of the administrative costs associated with the placements.
Under the Expanded Subsidized Employment (ESE) Program created under AB 74, eligible CalWORKS clients are placed for a maximum of six months, unless the county determines the client meets the requirements for an extension. Extensions may be granted no more than twice, in three month increments. Extensions may be granted if the additional time will increase the likelihood of either the client obtaining unsubsidized employment with the agency, or the client obtaining specific skills and experiences relevant for unsubsidized employment in a particular field. Placements are not to exceed a maximum of 12 months. |

This agreement does not require a competitive bid process. A press release is used to solicit interested parties and Yolo Food Bank responded to the press release. The press release is included as Attachment B.

Yolo County has multiple agreements with this vendor that total over $100,000. This particular agreement is for CalWORKS Subsidized Employment. All funding for this agreement comes from Federal or State funds through CalWORKS.
