Recommended Action
  1. Receive and approve the Art Plan to establish public art at the Esparto Community Park and Aquatic Center - Tuli Mem Park; and
     
  2. Direct Art Consultant, YoloArts, to release a Request for Proposals.

Reason for Recommended Action/Background
The Board's policy for Art in Public Places (Attachment A) requires that a percent of all new construction be set aside to fund an art project for the new facility. The $65,000 budgeted cost of this art project is 1% of the construction budget. The proposed art plan, provided in Attachment B, will serve as the basis for a Request for Proposals (RFP) to solicit art proposals for the project from artists nationwide. An Art Advisory Committee, established for this project, will review the proposals received and make a selection. 

For this project the Art Advisory Committee is comprised of the following individuals:

  • Sue Heitman, Director, New Seasons Community Development Corporation
  • Omar Carrillo, Director of Public Affairs, Yocha Dehe Winton Nation
  • Matthew Lowell, Jr., Tribal Council Treasurer, Yocha Dehe Winton Nation
  • Diego Ochoa, Superintendent, Esparto Unified School District
  • Trini Campbell, President, Western Yolo Recreation Center Association 
Proposed Public Art Locations
Three publicly accessible areas of the project have been identified by the Art Advisory Committee for public art enhancements within the budget guidelines of this project. These are considered the most suitable for placement of artwork to aesthetically enhance the project for the patrons of the facility.

Public Art Criteria
In reviewing and selecting art proposals, the Art Advisory Committee will consider the thematic elements of the art proposal, such as its reflection of the community, and the overall quality of aesthetics of the artwork. The committee will also take into consideration the safety and security of the piece as well as any ongoing maintenance needs.

Process
Upon approval of this Art Plan a contract between the County and YoloArts will be prepared and brought before the Board of Supervisors for approval on December 11, 2018. The RFP will be released in November 2018 with the Art Advisory Committee recommendation presented to the Board of Supervisors in February 2019 for approval. YoloArts will then enter into a contract with the artist(s) chosen. It is anticipated that artwork installation will begin in April of 2019.

The entire budget for public art at this facility as set by the Yolo County Board of Supervisors is $65,000 and is appropriated in the overall budget for the Esparto Community Park and Aquatic Center project. Of this amount $13,000 has been set aside for consulting fees to YoloArts to develop and carry out the Art Plan. The remaining $52,000, plus any additional contributions toward the project, will be the amount allocated to pay for the selected artwork. 
 
Project costs as outlined by the artist(s) includes all design, engineering, fabrication and installation of artwork, including all insurance, transportation and travel costs. The artist/contractor will be required to sign a contract with YoloArts that will include detailed stipulations regarding insurance coverage.
