Reason for Recommended Action/Background
The existing structure at 37750 Sacramento Street in the town of Yolo, CA, is on the National Register of Historical Resources (N1666).  The adjacent property was purchased to allow construction of a larger library.  Additional funds are needed for the Yolo Branch Library construction project to cover the cost of the removal of the solar grid from the original library building, relocation of the fiber and copper data connection from the original library building to the modular unit, demolition of existing structures on the County-owned neighboring lot, and development of the design development documents of the new Yolo Branch Library to a 60% level of completion by WMB Architects.  During this phase, WMB Architects would continue to meet with the Yolo Community Advisory Group, develop schematic design drawings, coordinate with an architectural historian as required by the environmental impact report, prepare design development documents to a 60% level of completion, identify furniture and equipment needs and interior and exterior finishes, and update the project budget and cost estimates.  At this time we are asking for funding to cover these tasks, and are asking that the Board approve the work authorization with WMB Architects.

WMB Architects is an approved on-call consultant with Yolo County that was approved by the Board of Supervisors on June 6, 2017. When approved, the Board stipulated that any project that is awarded to an on-call consultant is subject to a review process that, depending upon the size of the contract, may include the County Procurement Agent, the County Administrator's Office, or the Board of Supervisors.

In compliance with the County Administrative Policies & Procedures Manual, the County General Services Director is authorized to approve services for emergency work and other non-grant-funded repair, construction, and/or urgent design projects under $100,000 with approval from the County Purchasing Agent and/or the County Administrator’s Office depending upon project funding. All projects awarded that are over $100,000 or any grant-funded work will be brought to the Board of Supervisors for approval. On-call consultant contracts may be utilized for work on a non-emergency basis, but they do not preclude the County from seeking other firms on the basis of requests for qualifications for any other major project.
Collaborations (including Board advisory groups and external partner agencies)
This process has been a coordinated effort by staff from the CAO’s office, Library staff, and the Friends of the Yolo Branch Library of Yolo.  Library staff and the lead architect from WMB Architects have participated in multiple meetings with the Friends and the Yolo Community Advisory Group to obtain input on the community’s needs and priorities for the new Yolo Branch Library.  The County Administrator’s Office and General Services Department have also been heavily involved with the Yolo Branch Library construction project.
Competitive Bid Process
On-call contracts were solicited and reviewed in compliance with all Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors in June 2017.

The 2018-19 Adopted budget included $2.6 million in discretionary funding for anticipated capital project costs. The additional project costs for the Yolo Library will be funded out of this allotment.
