Reason for Recommended Action/Background
The County is mandated by statute to provide reunification services, such as parent education classes, for parents whose children have been removed from the home.  The County is also mandated to provide preventive services for families whose children are at immediate risk of being removed from the home.  These services often include parent education classes. The preference is to provide these services locally, as local community-based services shorten travel time for families and foster greater participation and commitment. 

CommuniCare Health Centers, Inc. (CommuniCare), is a local organization providing parent education services in both Woodland and West Sacramento to both English and Spanish speaking families.
 
Building and Strengthening Protective Factors services, provided by CommuniCare under this contract, includes an assessment for the unique needs of the parent and includes a service array of evidenced based parenting programs. These services are designed to increase the specific protective factor that will improve safety for the children and address the safety concern that led to court intervention. The service array meets the court-ordered standards for parent education addressed in the California Welfare and Institutions Code.  CommuniCare staff work closely with Child Welfare Services social workers to link, whenever possible, case plan objectives to service component outcomes.

When conducting an assessment, CommuniCare will consider the following list of potential programs to provide:

  • Nurturing Parenting Group
  • NPNF Families in Substance Abuse Treatment and Recovery Group
  • Individual Parenting
  • Hands-on parenting (children present)
  • Reflective Family Practices           
  • Co-Parenting    
  • In-Home Parenting/in-Community Parenting     
  • Latino Father Engagement/Peer Support Group
  • Parenting for teen-parents   
     Family/Clinical Services:
  • Individual Therapy
  • Trauma Focused Cognitive Behavioral Therapy
  • Eye Movement Desensitization and Reprocessing Therapy
  • Functional Family Therapy: An evidence-based program offered to youth ages 12-17 and their families.
  • Therapy for Children/family/couples
  • Parent Child Interaction Therapy: coming soon 

Approval of this contract assures that at-risk Yolo County families receive the services necessary to build and strengthen protective factors.

Competitive Bid Process
On April 23, 2018, the Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community based organizations to provide Building and Strengthening Protective Factors services. The RFP was open for 44 days (just over 6 weeks), and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on May 3, 2018.  Bidders were offered the opportunity to submit proposals via the electronic BidSync system or by dropping off a paper proposal directly at HHSA.

HHSA received 4 proposal(s) from this solicitation.  A Proposal Review Committee was formed that included a multi-disciplinary team of three employees from HHSA, and one external member.  The proposal submitted by CommuniCare Health Centers Inc. was evaluated and determined to meet all the required qualifications necessary to successfully provide these services. HHSA plans to bring separate agreements to the Board for approval for the other proposals.

No general funds are required by this action.  These services will be funded by Federal and Realignment funds.  The amount of $150,000 is included in the HHSA adopted budget for FY18-19.  The related funding will be included in the requested budget process for future fiscal years.

Option Years:  The County may exercise its option to extend the term of the Agreement pursuant to Section I(A), of agreement, as described in the table below. In no event shall the term of the Agreement extend beyond June 30, 2023 nor shall the total contract maximum exceed the amount of than SEVEN HUNDRED FIFTY THOUSAND DOLLARS ($750,000), unless otherwise agreed to in writing by the parties and in conformity with the Yolo County Procurement Policy (“Yolo County Procurement Policy”) approved by the Yolo County Board of Supervisors on March 20, 2018, via Minute Order No. 18-55, Item No. 32.
