Reason for Recommended Action/Background |
In 1998 the California legislature passed California Assembly Bill 1784, the Adolescent Alcohol and Drug Treatment and Recovery Program Act, to provide alcohol and/or other drug treatment for adolescents. In fiscal year 2011-12 the State Budget Act revised the State and federal Substance Abuse Prevention and Treatment (SAPT) grant funds and realigned fiscal and administrative responsibility for Alcohol and Drug services from the State Department of Health Care Services to the counties. The State mandates these programs, including the Adolescent and Youth Treatment Program (ATP) program. The ATP program provides individual and group therapy to youth through the age of eighteen (18). These youth need programs that address their developmental issues, provide comprehensive and integrated services, and involve families, while allowing them to remain in the most appropriate but least restrictive setting possible to enhance their overall potential success in the community.
In addition, Yolo County Health and Human Services Agency receives funding from the Substance Abuse and Mental Health Service Agency (SAMHSA) for a Mental Health Block Grant that is utilized to serve individuals needing co-occurring services (meaning both substance use and mental health services) and do not qualify for Medi-Cal billing. Yolo County uses this funding for a variety of services, one of which is with CommuniCare to provide co-occurring assessments and referral to services to youth who are incarcerated and have co-occurring service needs. CommuniCare has provided this service under the current contract with Yolo County since 2014.
Yolo County Health and Human Services Agency continuously works with local community-based organizations to develop a continuum of care that provides treatment options to children and their families in the community that will deliver support services in the least restrictive environment. Throughout fiscal year 2018-2019, HHSA will be analyzing the various needs for substance use treatment to Yolo County adolescent clients and developing a plan for funding and services in future years. Extending this agreement another year will allow time for this analysis to occur. The performance measures associated with this agreement are listed in Attachment B. |

Competitive Bid Process |
On March 21, 2014, the Yolo County Health and Human Services Agency (formerly known as the Department of Alcohol, Drug and Mental Health) issued an RFP requesting proposals from qualified providers interested in providing outpatient individual and group alcohol and/or drug therapy services to youth through the age of eighteen (18) who have a substance use diagnosis. HHSA received one (1) proposal from this solicitation. The proposal submitted by CommuniCare Health Centers, Inc. was evaluated and found to meet all required qualifications to provide these services. HHSA plans to issue a new RFP for these services in Fiscal Year 2019-20.

No general funds are required by this action. These services will be funded by Substance Abuse Block Grant (SABG) and Substance Abuse and Mental Health Services Administration (SAMHSA) funds. The amount of $17,026 is included in the HHSA adopted budget for FY18-19.
