Recommended Action
  1. Approve total project budget of $12,694,109 for design, engineering, abatement, construction and improvements to the Yolo County Historical Courthouse;
     
  2. Adopt budget resolution adjusting the Yolo County Historical Courthouse budget to reflect an increase of  $7,285,281;
     
  3. Approve contract with Arntz Builders for construction work associated with the Yolo County Historical Courthouse Renovations for $7,453,146 through September 30, 2019; and
     
  4. Authorize the Director of General Services to amend the construction contract with Arntz Builders up to an additional $745,315, to extend the contract through December 31, 2019 should amendments be required by the scope of the project.

Reason for Recommended Action/Background

On July 1, 2015, the Superior Court of California vacated the Historic Yolo County Courthouse, located at 725 Court Street in Woodland, in order to occupy their new facility. Earlier in 2015, the Jacobs Strategic Space Utilization Study, which was adopted and approved by the Board of Supervisors, identified the Historic Courthouse as the primary headquarters for the Probation Department's Administrative staff. After a series of initial demolition, unexpected abatement, and revisions to design and engineering documentation, the building is ready for the construction phase.

In September 2018, a request for proposal was advertised for the general construction phase of this project. Three responses were received in late October, with Arntz Buiders successfully earning the contract. The contract issued to Arntz Builders is for the dollar amount identified in response to the request for proposal ($7,453,146) however, the General Services Department is requesting authorization for the Director of General Services to issue amendments to their contract should the scope of work need to be altered. Amendments in excess of an additional $745,315 (10% construction contingency) will be brought back to the Board of Supervisors for approval.

As mentioned above, the renovation of the Historic Courthouse was identified as a possible solution to specific space and infrastructure needs for Yolo County in the Jacobs strategic space utilization study. The project was approved by the Board of Supervisors on May 31, 2016, with additional financing requirements being addressed through the Yolo County Public Agencies Financing Authority 2017 Lease Revenue Bond Issuance.  The original project budget that was approved for work to begin in 2017 was $5,000,000 knowing the ultimate cost would likely exceed $10,000,000.  Now that abatement and demolition is complete and the bid has closed, the final budget is as follows:

Additional funding in excess of the original project budget has been identified through anticipated savings in the Monroe jail expansion project, the CIP reserve, General Fund CIP dollars included in the 2018-19 Adopted Budget, Development Impact Fees and available balances in the ACO fund.  The project is scheduled for completion in late August 2019, with re-occupancy following shortly thereafter.

The originally approved and funded budget for this project was $5,000,000. Project expenditures in 2016-17 and 2017-18 totaled $1,208,828, while the 2018-19 Adopted Budget included an appropriation of $4,200,000. At this time General Services is requesting additional funding in the amount of $7,285,281 to complete improvements to the Yolo County Historical Courthouse.

The attached budget resolution reflects the recommended increase to the Courthouse project budget, as well as the ancillary appropriation adjustments that are needed to transfer funds into the project. The General Fund portion of $2,000,000 was previously included in the 2018-19 Adopted Budget.
