Recommended Action

Reason for Recommended Action/Background
The Sheriff's Office is requesting board approval of the appropriations transfer to be able to purchase various fixed assets and the authority to purchase those fixed assets as described below.

In April 2015 the Board approved the purchase of a transport van that met the American's with Disabilities Act (ADA) compliance regulations for transporting inmates with restricted mobility.  During the budget process for fiscal year 2016-17, the Sheriff's Office had requested additional necessary items for the outfitting of the van, however, this equipment did not make the final approved equipment list.  Because the original intent of this vehicle was to allow for the transport of all categories of inmates, not exclusively wheelchair using individuals, the Sheriff's Office believes adding additional seating is necessary for effective every day use of this vehicle.  Other security features, such as a camera system, will also be installed.  There is sufficient appropriations in the Small and Rural funds budget to purchase these items; only authority to purchase is being requested. 

In 2016, the Animal Services Section lost a patrol vehicle due to extensive damage incurred from an accident.  Insurance reimbursement has covered a portion of the vehicle's replacement cost, now the Sheriff's Office is requesting $30,000 from General Fund balance in order to purchase and fully equip an Animal Services truck to replace the lost vehicle.  As Animal Services anticipated to replace only two trucks, not three, during fiscal 2016-17, authority to purchase is also requested.  

Sheriff's deputies have been successfully utilizing Vehicle License Plate readers to identify and apprehend stolen vehicles for several years, and the use of this equipment is considered essential to every day patrol duties.  Existing equipment has aged and is in need of replacement.  The Sheriff's Office is now requesting approval for a one time transfer of Anti-Theft Contingency Funds to purchase a replacement License Plate Reader. 
Collaborations (including Board advisory groups and external partner agencies)
YCPARMIA and Purchasing helped with the replacement and insurance proceeds for the Animal Services truck.  Purchasing will also assist with the purchase of any fixed asset items. County Counsel and the Department of Financial Services reviewed the appropriations transfer.

The Sheriff's Office is requesting $30,000 of Anti-Theft Contingency Funds for the purchase of a License Plate Reader and $30,000 towards the purchase of a replacement Animal Services truck.  Total cost to purchase and fully equip the truck is $75,000; $45,000 has already been received from an insurance reimbursement.  The requested contingency funds will not be considered a part of the department’s ongoing operations for budgetary purposes.
