Recommended Action

Reason for Recommended Action/Background
The landfill and C&D operations currently accept 620 tons annually of discarded cardboard from residents and businesses.  The current cardboard recycling agreement has expired and a new agreement is sought in order to continue offering this service and meet the County's diversion goals.  Through a competitive Request for Quotes (RFQ) process that was concluded on November 2, 2016, Northern, a qualified recycling firm, has offered the best pricing for the requested services.

The Integrated Waste Management Act of 1989 requires local jurisdictions to maintain or exceed 50% waste diversion.  One method by which Yolo County meets this goal is recycling cardboard.  Since the inception of AB 939 the division has implemented and maintained a successful cardboard recycling program.

The division would like to continue offering the current cardboard recycling program at the landfill, and C&D facility.  Under this agreement, the recycling rate paid to the county is lower than the previous agreement, due to a downturn in the recycling market.  Although the price is low, approval of this agreement is anticipated to allow the division to continue to accept cardboard free of charge from residents and businesses for the next six months.  This bid as well as the bids from the other bidders now includes a cost to haul the cardboard.  During the next six months, the division will evaluate whether staff can maintain full cost recovery for the cardboard recycling operation. If not then the division will propose adding a new recycling fee for cardboard next spring when Master Fee changes are reviewed and approved by the Board.

On October 7, 2016, the division released a request for quotes for recycling cardboard, mixed paper, mixed containers, and rigid plastics.  No acceptable bids were received from one proposer for all materials; therefore, staff is recommending awarding separate agreements for different materials. Northern's proposal offered the best price for cardboard recycling.  Other proposers were Waste Management and Recycling Industries.  Because Northern also has another agreement with the County for organics processing at the landfill, which has a value exceeding that for department approval, this small revenue agreement that would usually be approved by the department and purchasing, must be approved by the Board of Supervisors.

This one-year agreement, with the option to extend, will allow the division to continue to provide cardboard recycling to the public through November of 2018.  Based on the historical tonnage collected at the landfill, the overall contract value is estimated at $40,300.  However, due to the estimated hauling costs of $27,600, the county will receive an estimated $12,700 annually from Northern, which will cover a portion of the division’s expenses for the cardboard recycling program. 
 
The division’s operations at the landfill and C&D facility are funded through disposal fees collected from customers arriving at these facilities.  No general fund money is used in the operation of any of these facilities.
