Recommended Action

Approve Fourth Amendment with CommuniCare Health Centers, Inc. to increase the contract amount by $46,086 for a new contract maximum amount of $1,734,486 to provide mental health services of Early Periodic Screening Diagnosis and Treatment and Wraparound Program Services as needed to Seriously Emotionally Disturbed full scope Medi-Cal eligible children and youth under the age of 21 for the period July 1, 2014 through June 30, 2017.

Reason for Recommended Action/Background
On October 25, 2016, the Board of Supervisors approved the Third Amendment to this Agreement with CommuniCare Health Centers, Inc. to allow for a budget shift from Social Services to ADMH to accommodate changes in Medi-Cal eligibility, specifically regarding Wraparound services. 
 
The Health and Human Services Agency requests approval of this Amendment to increase the contract maximum for Fiscal Year 2015/16 to reimburse Communicare for approved EPSDT services provided to Yolo County clients. 
 
Approval of this Amendment with CommuniCare Health Centers, Inc. will further Health and Human Services Agency’s effort to support community-based services to children and families by increasing access to services in local communities and prevent higher cost of care from occurring more than necessary.
 
Performance Measures will not be updated during this Amendment cycle.  However, the Performance Measures are currently being reviewed by HHSA Program for any new contracts in the FY16-17 year.
 
Competitive Bid Process:
On March 3, 2014 the Alcohol, Drug and Mental Health Department (ADMH),  issued a Request for Proposals (RFP) requesting proposals from qualified providers interested in providing Child and Adolescent Early and Periodic Screening, Diagnosis and Treatment (EPSDT) to Seriously Emotionally Disturbed (SED) full scope Medi-Cal/EPSDT eligible children and youth under age 21 to reduce involvement with the juvenile justice system, reduce out-of-home placements, increase school success, and facilitate the transition to adulthood.  Proposers were given the option of submitting proposals that included providing some or all of the services requested.
 
ADMH received four (4) proposals from this solicitation.  The proposal submitted by CommuniCare Health Centers (CCHC) was evaluated and found to meet required qualifications to provide those services. 
 
On December 23, 2013, in collaboration with the Probation Department and ADMH, the Department of Employment and Social Services (DESS) issued a Request for Proposals (RFP) requesting proposals from qualified providers interested in providing SB 163 Wraparound Program Services.
 
DESS received three (3) proposals from this solicitation.  The proposal submitted by CommuniCare Health Centers (CCHC) was evaluated and found to meet required qualifications to provide those services.

No county general funds are required by this action.  The total cost of the Agreement is $1,734,486 and will be funded with Medi-Cal FFP, Early Periodic Screening Diagnosis and Treatment, and Realignment funds.  The increased amount of $46,086 is included in the HHSA adopted budget for FY16-17.
